Any trimmer will do that. I would recommend one that plugs in and has wider teeth than a simple beard trimmer since it won't take as long and it is more powerful. This is what you want.

I would use it with no guard and experiment. If it is too short than it will grow to your desired length in a few days.

I've got a pair of clippers that I basically trim everything with - face, head, pubes. I make sure to give it a good clean before and after the latter of course. Kind of like these.
I also used to shave them with a regular razor in the shower, but the clippers are a lot easier.

Get some clippers and do it yourself. It's daunting at first but it's really easy.

I used to put off haircuts for as long as possible and had shit hair most of the time as a result. Now I spend 5 minutes once every few weeks.
