I got a $30 IP camera and use it for exactly this. Anyone can access it from their phone/tablet/computer with the camera ID and password. If you want it on a bigger display, you can just plug a laptop/tablet into a TV and set it up.

The video quality is fantastic, the audio from the camera to you is great, the quality of the "speaking through the phone to the camera" is kinda meh. It doesn't sound like you're necessarily looking for that though, so this should work well for your use case. The wide angle is great, I can see my entire room from the camera on the edge of my nightstand.

I've had to force stop the app for it a couple times but it's worked as soon as I rebooted it. I'm very happy with it for the price.

The motion detection is pretty useless, but it has an audio detection that I've found useful. I get an alert on my phone and then I can check the camera to see what the fuss is about.

My case is obviously different since I'm more concerned with things breaking in rather than out, but they are cheap enough that I have total surveillance on my pens and I can check with my phone anytime to count my chickens and make sure they are all there. They go on sale for $20 pretty regularly and I have a few mounted outside under eaves that have been holding up just fine even though they are indoor cameras.
