It would be dependent on the time period. In medieval times there likely weren't that many women fighting and Queen Elizabeth is the only woman I know of that sent soldiers to battle. In the Viking era and Celtic era and possibly others it would not be that hard to assume that it possibly was a woman who put soldiers on the battlefield or fought in a war. One case I know of is Boudica, who was a Celtic women who fought off the Romans and done massive damage to their armies even though she ultimately lost.
