Considering I built my PC myself, I'm pretty sure it's a Black. My case is crappy and the drive is directly touching the metal though so it probably amplifies the sound. I've been trying to find a cheap way to dampen it.
Instant edit: It's definitely my case that's the issue; letting the HDD sit outside of the case dramatically reduces the amount of noise it makes. Time to kludge together some kind of dampening apparatus.
Honestly if you can budget it, build your own not only do you get a quality drive, but also a great warranty in the event of failure. I myself bought a Western Digital Black and a Startech cooling case. Got a great gaming drive with a 5 year warranty.

Prices are increasing dramatically. Very few retailers are selling hard drives at previous prices.
Keep in mind that you can get great HDDs for relatively cheap. Example: WD Black 1TB for about $30 more than your HDD.
Not sure if you need peripherals or not, so that will be a huge factor influencing overall price. Assuming you will reuse your current keyboard, mouse, and monitor, here is a setup for your price range.

You can look to upgrade your Motherboard, CPU, or Graphics Card as your budget allows. You can also look to pick up a solid state HDD, which is faster but with less space, to store your operating system and favorite game.

edit: If you want to wait until a 4GB edition of the GeForce GTX 680 comes out, two of those will definitely be pricier, but they work a little easier in SLI than 7970's since AMD has some driver issues. Also, the increased RAM on the cards should provide a little more wiggle room. Dropping to 8GB of RAM and cutting the size on the boot SSD should cover the cost overrun if there is any.

We ordered a dozen awhile back and have them running in two servers that we regularly push tons of data to. Pretty much constant usage. No problems what-so-ever. Fast, quiet, run reasonably cool.

You haven't bought a HDD recently. Flooding in Asia has inflated prices by up to 200% for the next few years. This graph shows inflation on a 1tb Western Digital Caviar drive and this graph shows the inflation for the 2tb version of that drive.
