Wolf. New Order is probably as cheap as it will get for a long time. Only 9$ for it on Amazon which is quite the insane deal. If you live near a Best Buy, they price match Newegg and Amazon. Amazon currently has the physical boxed version for $40. The downloadable version is $30, but I don't think Best Buy would honor that, since it's technically not the same SKU. I guess it's worth a shot, though. That would dodge the download process altogether.
Library wifi might have a substantial speed limit on it, or be just generally pokey. If it's tolerably fast, though, it's probably your best bet. You're paying for it anyway, I guess, through your taxes.
Gamestop also carries the boxed PC version, but it's not currently discounted. Same deal with Target, Staples, Fry's, and the other big-box stores that I've looked up.
