What am I doing wrong?
I now have 4 8gb sticks of ram. My computer boots fine with the 2x4 gb sticks of ram. I've tried each time with one stick of ram from both sets of 8gb ram and nothing will boot.

I changed the memory because it's cheaper. Now that I think about it you could go with this kit which should be tax free when sold by Adata.
The cooler I have tested myself, it was able to keep my 8700K fairly cool, only 3 degrees hotter than my D15, and unlike the 212 which overheated and shut down. While that's not likely to happen with a 3600 there's nothing wrong with having a large cooler on the CPU when it's the same price.
Motherboard, well I already mentioned it. If you want to save a bit more money you could go with the MSI B450-A Pro MAX or B450 Gaming Plus MAX which are slighly inferior versions of the Tomahawk with less/no RGB.
The SSD is faster, with more reliable parts than the A400. It should also be tax fee on amazon sold by "Store4PC-Canada" and has a coupon for further savings too. Storage is easy to add to later, if you need more then consider a hard drive or cheaper QLC SSD for more space.
I didn't change the GPU because I felt it's fine for the price.
The Neos Air has better airflow and is actually a P350X with a more open front panel.
PSU, it's still a decent one and the wattage is plenty, I just was saving money to try not to make the build that much more expensive.
Monitor. The GN246HL needs a DVI-D connector to achieve 144 hz. Most modern GPUs are dropping this connection, and the HDMI on the GN246HL is only able to do 60 hz, which would be a waste of money to have one running at. The XG2401 is a great monitor and supports Freesync/Gsync so you get adaptive refresh rates too which is nice.

I'm getting freezing and crashing due to the incompatibility with ram (XPG Gammix D10 3200MHz Hynix https://www.amazon.com/XPG-Gammix-3200MHz-Memory-AX4U320038G16-DB10/dp/B07FY13HZV?th=1). While advertised and sold as 3200, I can only get it stable at 2800.

I've tried increasing the DRAM voltage to 1.38 (defaults to 1.35 for some reason, maybe cause of the XMP settings even though I disabled it?) and increasing SoC voltage to 1.05 and it's still unstable even at 3000.

Not sure what more there is to do except wait for newer versions of the BIOS to maybe fix this?
