My budgies didn’t love to bath until I bought them that green bird bath. They use it as their watering dish and bath. You can buy it here! https://www.amazon.com/Lixit-Corporation-BLX0787-Quick-Lock/dp/B000I6ORHS?ref_=fsclp_pl_dp_3
Yeah I'm in the same situation, although I only had them for about three months. So what I have for mine is this bowl thing you attach to their cage and fill it up with water. I'll leave the room, go out and come back to see them drenched. Parakeets are very curious little things so I don't see why they won't try this.

Oh wow awesome, thank you!! They used to be in a smaller cage and I'd just go outside and get them sticks for perches, but we just set this new cage up and it's so spacious! I was thinking of getting one of those bird baths that you can attach to to the corner of the cage, like this one: https://www.amazon.com/JW-Pet-Company-Insight-Accessory/dp/B000HHS8QE/ref=sr_1_2?s=pet-supplies&ie=UTF8&qid=1496173899&sr=1-2&keywords=parakeet+bird+bath
How do you get them to use it? lol
It's a snap on bath tub. I found it at feeders supply but here is the amazon link.

Hi there - both birds are male. Wallace has the same blue cere as your bird. Charlie is one of those color morphs where the cere doesn't turn blue.
I'll do my best to ID everything. I included links so you can find product numbers if you need them.
My birds also have the Bird Kabob Mini and the Scooter Z Tropical Lily.

Hi, I'm so sorry for the late reply! Life threw me a curveball, but everything is okay again. Here it is!
Lixit Quick Lock Bird Bath https://www.amazon.com/dp/B000I6ORHS?ref=ppx_pop_mob_ap_share
some recommendations for perches and toys from me:
Some toys will eventually get destroyed which is why they're so cheap, busy beak will chew them up and throw them around anyway. I can recommend that pink perch as my own birds love theirs. offer some branches and some rope perches for perching on so he lessens his risk of bumblefoot.

That is the bath I have for my lovebird, he loves it!
No problem! And yeah, don't get me wrong, I definitely do think bathing is important, I just don't think that birds should be forced to do it against their will. Probably where our advice vs other people's differ. At one time of another all of my birds have eventually bathed, given the chance.
I realize I totally forgot to include the link to the bath I use! Here it is haha.
You don't have to buy these from this seller, it is just an idea for you:
https://www.amazon.com/Aigou-Spiral-Cotton-Climbing-Standing/dp/B01LY0ODQJ
and also any hanging shred toys with lots of straws, paper, and other stuff to keep them busy making a mess. This is also great:

That is probably the same brand, it certainly operates the same, I have several of these too. The website just isn't cooperating in letting me find it. If you go to either of the large chain pet stores, they'd likely have them right next to these. The only real difference is instead of a deep crock mounted right down on the arm, it is a shallow dish on a bit of a plastic pedestal.
Edit: found it, that's Amazon but it should be at anyplace well stocked with bird stuff.

You could spray him with a spray bottle (they're sold at Dollar Tree (and sometimes Walmart) if you don't have a clean one (with no chemicals/chemical residue))... but it would be hard to make a budgie bathe. I've owned lots of budgies over the years, and only a few willingly do it on their own.

I see you have a water tray already that looks similar to the "budgie bath" that is sold on Amazon... https://www.amazon.com/Classic-Budgie-Bath/dp/B004J1VTK6
You could also consider having something like this:
https://www.amazon.com/gp/product/B01MYWQOE1/ref=oh_aui_search_asin_title?ie=UTF8&psc=1
... But the bird would likely be afraid of it... and since it isn't tame, there probably wouldn't be a good place for it outside the cage anyway.
Birds usually have to feel safe and comfortable to want to bathe
