This cage is an inappropriate size. You need one that is much larger.

Food and water should not be placed so low to the ground, where it could potentially get poop and debris in it.

She needs access to more toys. There should be a handful of different activities for her to do in her cage. Bells, forage toys, different things.

You need different perch sizes so that her feet can have full range of motion and she can stretch her toes. Flat surfaces included. (Example here)

When you find a larger cage, a more interesting set up will be easier to achieve. But right now this is pretty unacceptable, I'm sorry to say. If you are tight on money look at craigslist for unused bird cages. If not, buy one from Amazon. This is the size that I have for each of my similar-sized birds, green cheek conures: link here

This is the cage I use and I have been told it is ideal for a single 'tiel.

The fact she has stopped hissing and will sit and watch stuff with you is definitely a sign she is warming to you. Her fear of a new place/people has shifted to curiosity. Try starting to introduce your hand to her with food on it (millet is the quickest way to a 'tiel's heart). Make sure your room is bolted up and you have a towel ready in case she escapes. It will stress her out but a towel chucked over them is the quickest way to catch a tiel that isn't playing ball.

I just replaced the dowel rod with a thicker wood perch from the local bird store.

It is pushed against a table that two other smaller play gyms that I picked up for 30 each. Those are for my smaller birds.

Not to be a downer, but how small was the original cage? The new cage looks about as small as I would dare go for my Green Cheek (for my preference, but I'm no expert. It's certainly not overly small as far as I can tell). It could just be the angle though, what are the new cage's dimensions? This is the cage I have my Sun and Green Cheek in, and they love it. This is the cage I had my Green Cheek in when it was just him.

Thank you! I have this playstand. The price is ridiculously good right now, about $40 cheaper than when I bought it. This is not meant to be a plug, it's just a ridiculously awesome playstand. It's a bit big for my babies so it would probably be perfect for large parrots (grays, amazons, cockatoos).

Just FYI! :)

So basically I got about 6 ten foot PCV pipe (I got the 3/4th inch one), a few ten packs of elbows, T's, and the four connector pieces. I got more then I thought I would need and kept the receipt to return the stuff I didn't use. Used some old rope I had around the house to make the two rope ladders. Then got some Vet wrap to put on the pipe so she has better grip, (and something to chew up and destroy because she likes doing that...). Total cost was about $100 including the toys I put on it and I have a ton of left over vet wrap for when I clean it to re-wrap it.

The only issue I'm having right now is the food bowls. You can see in the pic they dangle down and she likes to perch on them which make them even lower and that just seems dangerous.

I'd love to find something like these that I can just screw into the PVC pipe on the top instead of having it hang off the sides but I can't find them anywhere. I got these ones off this bird stand on Amazon. Anyone know where I might be able to find them?

I got it from Amazon, though I think you could easily make this. A square of wood and some quartz sand plus some mounting stuff.
