The AT&T SpareOne Emergency Phone runs off off two Energizer Lithium AA primary batteries, which can last 15 years in storage. This phone's sole purpose is to call 911, however you can insert your SIM card into it and use it as a regular phone, or get it activated (which is the only downside to this phone as it is a hassle to activate).

Moto X4, good for all networks, water resistant. (Price is over $200 now, it might come back down but I wouldn't hold out for it.)

Galaxy A30, only good for AT&T/T-Mobile, big amoled screen, modern looking.

If you're comfortable with used phones, you can find some decent stuff on Swappa. OnePlus 3T, Pixel 1, Galaxy S7 all under $200 (might even swing a Galaxy S8 or Pixel 2).

Sigh...no you don't pay an early termination fee anymore you buy the phones outright. You can either finance them via the carrier for a monthly cost based on a predetermined or pay the full retail price. Your way of thinking of US phone carrier is archaic and wrong. Stop while you are behind.

The Moto X4 Android One looks like it might fit the bill for you. $200 on Amazon with 64GB of memory and 4GB of RAM. It does have a Type C, but can't tell if that was a negative or positive from your post.

Any low-end phone or tablet will do. I bought this phone, an LG Tribute 2, as a stop-gap solution when my previous phone broke, and was waiting for my carrier to release some nicer (newer) phones. As an everyday phone it was "just OK"... but it should have no problems doing what you want. In fact, now that I upgraded to a nicer phone, I use this phone as an alarm clock\media streamer myself.

Or, you could buy one of those $50 Amazon Fire tablets. It takes a little work to install Google Play on them, but if being able to buy additional ones if necessary is a big deal for you, this is a good option.

For what it's worth, it looks like there's a marketplace seller on Amazon selling the Virgin Mobile version for $99: http://www.amazon.com/dp/B017HW9DEW/ -- I don't know anything about the seller, but you might be able to save $30 that way.

Unfortunately (and someone correct me if I'm wrong), I don't think you can use the retail version on CDMA networks like Virgin Mobile, so you'd be stuck with this model. Cricket I don't think has that problem, though.

I would recommend the Verizon varient of the Moto E. If you aren't planning on using it on a network, getting the Verizon varient is 50 cheaper and is the exact same thing. The Moto E runs stock android and has an sd card slot. The Verizon version costs $40 usd. (I don't know about prices where you live) here's a link

I would recommend the Verizon Moto E ($35). It comes with everything you specified (Lolipop, fast, etc). The only thing it dosen't have is any GSM bands, but I don't understand why you would need GSM for a phone you would use to workout.
