I found a little black veil on Amazon. I didn’t want to spend a lot because the closet tlm is about 40 minutes away. The one I bought is very delicate.

Amazon has affordable kids clothing in a wide range of sizes for girls: Dress 1, Dress 2, dress 3. You didn't mention the boys outfits so I'm assuming they're acceptable but Amazon does have suits for boys as well. My particular favorite although that one is a bit expensive.

How particular is he about the red? You probably found it by now but there's a pair of KT300s on ebay (U.S.) and they're size 13, but they're a light blue. There's also a navy pair on Amazon that looks to be available in his size.

Another option could be to punch some holes in the laceless version and add laces. People have done it on this subreddit before.

If you opt the do the flower sash I’d cut it to just under the length you need and sew a touch of elastic on the ends (and sew the ends together) so it just slide on and off and lays almost flat on whatever service you choose to display it on.
