You'll easily guess that I studied bookkeeping 50 years ago when I suggest pencil and paper. Once upon a time, sophisticated company-level accounting was done with pencil and paper.
Buy a pad of 12-column analysis paper.
Each disbursal gets a line entry with a date. Place amount in appropriate column.

Excel is even better, of course, if someone is computer-literate, but some people who could benefit from expense-tracking are not literate..
