Umm, yeah, those are as bright as a basic dual-T8 fixture. Use those for general lighting, but get some highbay LED fixtures for the work areas. 20k+ lumens > ~3.8k lumens.

(I have two custom-built LED work lights - quad Cree XM-Ls - that are ~4,000 lumens, but designed for close-up work. Plug in and set on the floor under the car, facing upward. They're like droplights on steroids.)

25m is a long way to go for low voltage DC. I think your a British guy so not sure if your amazon has these but i've been happy with these buys on amazon US. this guy rocks the mounting seems to have changed but this was the one i ordered, real glass encased solar panel https://www.amazon.com/dp/B01GX3SZQS/ and these ones only lasted me about 2 years. https://www.amazon.com/dp/B0074KDGL4/
