I'm a cheapskate, so I'll be honest and tell you that much of my cycling clothing comes from Target. But one thing I splurged on was my Sugoi [leg] (https://www.amazon.com/gp/product/B0059AKH54/ref=oh_aui_detailpage_o04_s01?ie=UTF8&psc=1) and [arm] (https://www.amazon.com/gp/product/B0059AKHW2/ref=oh_aui_detailpage_o04_s01?ie=UTF8&psc=1) warmers, which totalled $50, but which are completely marvelous.
Also, I got a pair of [Bolle snow goggles] (https://www.amazon.com/gp/product/B0039041FI/ref=oh_aui_detailpage_o01_s00?ie=UTF8&psc=1) which are extremely useful when riding in active snow showers.
Here is my list I made for another post. It works from 60 to -10 or so.
Here are my recommendations for surviving a Boston winter:
Bibs, Base Layer, Leg Warmers, Arm Warmers, Thermal Jersey, Jacket, Helmet Cover, Toe Cover, Shoe Cover, Gloves, Balaclava & Socks.
This is almost exclusively Pearl Izumi because it fits me, I can get a good deal on most of it if I wait to buy and the quality is amazing. It is not cheap but I rode almost every week outdoors last year during one of the worst winters we have had in a long time.
Also, do yourself a favor and get a rear fender and wet chain lube. Also staying hydrated is very important as anyone would tell you but it is hard to drink cold water when it is cold so I find this stuff from Skratch Labs really helps. Be prepared to a lot more drive train maintenance due to the salt and sand you will get in your chain and cassette.

I don't use all of this on every ride, it is weather dependent but in the middle of winter, I certainly like being able to bundle up and then remove a layer or unzip when needed. It makes riding fun when the thermometer dips below 15°F.
I have a pair of gore bib tights I like a lot. One pair of tights and a set of leg warmers like these http://www.amazon.com/Pearl-Izumi-Mens-Barrier-Warmer/dp/B00943O2NA/ref=zg_bs_2420101011_4 gets me through the winter, don't sweat much in the winter and I don't use chamois cream so I can get a couple rides per wash on the tights.
The problem is that most alternatives either won't provide a barrier to the wind or don't breathe at all. Either is a significant problem when cycling. There's also a few other features that are nice (cut so they don't bunch up much behind the knees and don't slide down the leg).
I use Pearl Izumi leg warmers which are a relatively inexpensive $45.
If that's outside your budget, look into running gear. It either needs to be tight-fitting (to keep it out of the chainrings) or you could use a strap around your ankle.

A few different brands make them. I am Scottish and burn super easily, even with sunscreen, so it is easier just to wear long sleeves or these.

They go up high. Probably a few inches below the bib. I think just the material of them are very slippery.
