This is a bit harder to deal with in entirety, but that's one of the reasons that reducing plastic where you can is so important. If dog poop bags are the only plastic you're wasting, that's still better than using 20 bags a week at a grocery store.
Anyways there are a few alternatives. First, biodegradable is a gotcha word. A lot of "biodegradable" products are only biodegradable if they're disposed of in commercial facilities that use a special process to break them down. Many of them would still take decades to break down outside of one of these facilities. Some things are completely compostable rather than biodegradable, like thin paper.
You use this to pick up poop and throw it directly into a trashcan or toilet and then you can rinse it off. Really not ideal at all, but if it doesn't bother you, it's a perfectly fine way to get rid of the plastic poo bags.
I don't have a dog but your question made me wonder and I found these. Compostable bags.

/u/AngelaMotorman is correct. But next time, perhaps grab a poop bag before your dogs do their thing, so you don't have to walk away from it and can pick it up right away. They do make cute dispensers that you can even clip onto the leash so you don't forget to bring them out with you, and the bags are cheap as fuck too.

I wanted something that I wouldn’t have to worry about grabbing at 6am when I just want to take my dog out to potty for a minute or two in my busy apartment complex. I wanted to have treats on her leash at all times, because of her reactivity. This little bag has two holders for poop bag rolls, one pocket lined with dryer sheets for carrying used poop bags, and one pocket that I use for treats & clicker. Sometimes I’ll carry my phone/keys in it, but usually I opt for pant pockets for those things.
I use this rake thing and just put them into a garbage bin I keep outside behind my garage. I empty it out after filling it with yard leavings and poo.
Grocery bags never worked for us. We have something similar to this for our dog. It attaches to his leash, which is better than carrying around a grocery bag, and as a bonus, we never have to worry about forgetting one. The refills are less than a penny each. Amazon has some good options.
I use pelican cases, They’re awesome for many things. They keep your stuff waterproof too when outdoors (hiking, kayaking, you name it).
I recently was gifted a “skunk bag”, my friend found them on amazon for 20 USD.
I really really like the sleekness of the bag over the pelican case though, for like when you need something more streamlined, and/or when waterproofness does not matter (because these bags are not water proof).
They’re carbon lined. I probably never would have thought to get one for myself as I’ve got three different sized pelican cases I use, depending on what size I need atm, but I sure am loving this bag!

Don't know where op lives, but here poop bags are mostly made out of bioplastic, which makes them even better, because better for the environment. So yes use poop bags for your not poop related needs, they are pretty fine.

Buy these. one bag usually lasts 1-2 rounds of poop, and you will never run out. We ordered ours a year ago and feel like we’ve barely made a dent.
On walks, I use biodegradable poop bags.

I got an ad for this product the other day. It's just a little bag that you can put the filled poop bags into.
That said, my dog used to always jump at the poop bag (and still occasionally does), but mostly grew out of it. He's only 8mo now though.

If you have a house and have access to the side sewer (I had to ask the city for where it was and then dig down to it), you can use this to directly dump it into the sewer. Installation is easy if you have access to the side sewer and impossible if not.
It is worth getting a patch of astroturf of one of those relief boxes (you can get them at some pet stores) if you have the yard space. The astroturf/relief box just needs to be hosed down every few weeks to get rid of any smells and to keep things clean.
When my dog is outdoors either in the yard or when we're taking our daily walk around the neighborhood, I take a stick with a bag at the end, and my dog poops directly the bag. Works right away, doesn't scare the dog. You could use junk mail. Or old newspaper (a couple layers). And if you don't want to just have a poopy paper ball in your hands carry a small wet bag (like folks use for cloth diapers, Planet Wise makes some cute ones) and keep it in there, dump when you get to a trash can. Am I alone in finding specialized trash cans more trouble than they're worth? An expensive hassle that doesn't actually improve the situation much.
Our system is that merely wet diapers go in a plain ol' office-type lined trash can, which is emptied whenever it gets full or especially pungent. (Usually the former before the latter.) Crap-laden diapers get immediately individually bagged in dog-waste baggies (e.g.), tied off, then tossed into the kitchen trashcan, which we're already emptying rather frequently.

In an ideal world, yes. But most people will either use bags they have from the store or the cheap ones from the local pet store or Amazon. Neither are biodegradable. Is your dog going to be pooping in the yard too? If so it might be a good investment to get a pooper scooper (like this rake) and maybe split the poop-scooping schedule if you don't wanna rock the boat since she's paying 2/3 of the rent?
This is a tricky one. From my experience in a more urban environment most people don’t care because trash cans in the alley are sort of “communal” and you often have multiple cans to choose from. While in more suburban residential areas people do care because you only have one specific trash can that resides on your property.
While of course the most important thing here is that you are picking up your dog’s poop, people in the burbs can be really touchy about their trash cans. So while I don’t think you would be TA to some of your neighbors YWBTA. It would probably be best to keep the peace and save the baggie to throw away at home. I use something like this to hold the poop baggie on walks, maybe look into one of those.

Switched to more environmentally friendly dog poo bags, but I'm looking into it, and it turns out they may not be all they're cracked up to be. Curious to know what those of you with dogs do with their poo. Currently I'm using these bags, but if there's a better alternative, I'd love to hear it!

We use this swivel bucket with plastic grocery bags inside to pick up poo a few times a week. It has hooks on the side for the bag handles, but fits bags much bigger than typical single-poop bags.
I use a dog poop scooper to clean up around the fruit trees in my yard.

I had a coworker who was pissed at signs in the bathrooms on the Handicap Stall with "Please use the empty stalls first, when possible". He like camping out (reading a newspaper for an hour) in the Handicap Stall and spent 10 minutes screaming at me in our break room about that was fawking bullshit that I got that have a priority on that stall. Ahem, I was speechless, but a few people who witnessed that had also seen me fall over when getting up from the break room table. I just chalked it up that he had a really bad day, but had HR learned of his tirade he could have been terminated. I really wouldn't wish that on anyone, but I need those handrails for a reason.
Oh I have a poop bag holder on the dogs harness in case of accidental poop. I don't have to remember to bring anything extra.
