Edit: misread the question.

If you can find a headstock that is similar in size and shape and has the tuning keys in the right configuration, see if the owner is amenable to allowing you to take off the tuners and trace the headstock. Be sure to trace everything, including the exact spot where the nut comes in and its precise angle. Once you have that, you can scan it, and alter it digitally, or make copies and alter it manually.

Warmoth will do a paddle headstock for you.

Also stewmac used to sell neck through with a paddle headstock, but now the only pedal headstock they have is a banjo neck.

Here's a cheapie on Amazon. But for $35 I would be wary of the quality.
