How about a top-down cordless honeycomb shade? Instead of lifting from the bottom up to let in light, you go from the top down. Baby wouldn't be able to reach.

There are bottom up blinds you might consider if he keeps leaving them open for sunlight
We used these blackout shades, which were very easy to install and block the light quite well: https://www.amazon.com/gp/product/B004VRLHL4/ref=oh_aui_search_detailpage?ie=UTF8&psc=1
thanks! someone else in this thread said cordless, so i'm going to get two birds stoned at once: https://www.amazon.com/Linen-Avenue-Cordless-Seashell-BLACKOUT/dp/B0131YRD60/ref=sr_1_5?ie=UTF8&qid=1504558537&sr=8-5&keywords=cordless+blackout+shades
What about the blinds that you can adjust from both the top and the bottom? I’m also on a ground floor and some people in my building have these. I included a link as an example: https://www.amazon.com/Arlo-Blinds-Filtering-Cordless-Cellular/dp/B07MZC6BSF
You mentioned letting light in, not necessarily being see-through, so what I have might work for you. It lets lots of light in while being completely private.
You can purchase blackout shades in a similar style to the existing ones. There are also small L tracks that you can put on the walls that will cut out any bleeding around the edges of the blind. If you like the look of the shades better I would look into this. You'll have to dig around to find the right height and width.

PS - as a new father of a 7 month old, anything to help the baby (and you) sleep is well worth it! You'll thank yourself when you get back from the hospital!
Do you already have the blinds? There are blinds you can order that ride on a track and block out the light. https://www.blindschalet.com/comfortracktanslucent38.html
If you have them already, there are tracks you can install on the room side of the blinds that cover the gaps: https://www.amazon.com/Sleepy-Time-Tracks-Effective-Solution/dp/B071WWXHP4/
Note: I have never seen, not to mention used either of these products. There is no product endorsement of either link. They were simply the first links to show the concepts I was describing.

I have something like this in my basement and bedroom. They block ALL the light and don't have cords. You just lift up and down on the bottom of the shade to raise and lower them.
The ones I got were from Home Depot and they cut them to my custom lengths right in the store. Just make sure you get the blackout versions, as they make the same shade in a non-blackout style.
Do you need curtains for aesthetics or to block the light? If the first, I would just leave the blinds. If the second, you can buy tracks for the blinds on amazon. We used them in my son's room, they work great. https://www.amazon.com/Finally-effective-solution-annoying-blackout/dp/B01M0AJNLP
