This would be more practical to fabricate with sheet metal and wire.

If you really want to cast it, it should be a solid medallion with the design in relief. The bottom roots can be detailed in the metal result with a dremel. But as the open-work design stands, this is just too delicate for a beginner with rudimentary tools. You can carve it of casting wax... do lost wax casting

Source: Used to cast bronze sculptures professionally (30 years ago!) and briefly worked for a jeweler.

Edit: clarity

The easiest thing would be to buy a hard wax, a medium wax, and a soft wax, and see which you like to work with. If I had to pick one, I'd say go with something like this

And, the easier yet method would actually be to do lost foam casting instead, and cut it with a hot knife or a hot wire, in which case you just coat the foam with slurry, and pour the metal onto the foam as is, no burning/melting necessary. I recommend a rock tumbler with walnut shells for cleanup of the finished piece.
