If you want cheap and your doing a small number pick up a 3m ScotchCode if you really want cheap you can get a Booklet, i hate them though.
That is good only if you are not going to use a complex numbering system, if you are doing a large Deployment with mutiple rooms, switchs etc and you need a more custom label then something like a Dynmo Rhino will be great for that

EDIT: Since I posted this, the price jumped from $4 a box to $20 a box. Fuck that. Should have never mentioned this shit!
You can print and cut the labels as desired then use clear 651 or higher rated adhesive vinyl as a top coat for it. When I did it I would just cut the outline shape slightly larger and center it over the printed label so the printed label was covered completely and there was an outline where the clear part directly touched the packaging.
You can also buy special materials to make waterproof labels. Avery has a line called chemical labels for laser printers that work well but the cost adds up very quickly.
