I got an inexpensive Swingline laminator and a pack of 100 sheets for Christmas last year.
Since I got into Dugeon World I've gone a little nuts, laminating the entire set of playsheets so players can use dry-erase on them. Also did some index cards for random notes, map tiles, etc.
A technique I've found I really like is using sharpie for semi-permanent stuff. You can erase it by coloring over it with a dry-erase marker. The sharpie then wipes right off.
You could easily use dry erase or sharpie to get a similar effect with item cards like this. Even the lore could have some words or phrases "obfuscated" until the player spouts lore, etc.

I ran into a similar situation with the player boards for Eclipse and again for Zombicide. In the end, I did purchased my own Thermal Laminator and some extra Thermal Laminating Pouches for this specific purpose. Keep in mind, that the player boards for Eclipse did require the larger A3 Thermal Laminating Pouches though. I am pleased with the results, and I can assure that it has already saved my collection from bent edges and scratches. This was also a nice addition to my own custom player boards that I printed off for Zombicide as well.
You can get chipboard (the stuff you put behind a picture in a picture frame) from Amazon or most craft or art stores (maybe an office supply store). There's different weights, though, and the thin stuff tends to curl.
Spray adhesive works really well, damn is it messy. Do not try to use it indoors.
Alternately, if you're willing to spend a few bucks, you could get a thermal laminator and put them in plastic. That has the advantage that you can draw on them with dry erase (or wet erase) markers without interfering with reuse.

I use a similar method.
I layout my cards in Gimp and print them on Polaroid photo paper that I get at the Dollar Tree. 8 sheets for a buck = 72 cards.
I cut them on with a Fiskar rotary cutter and usually sleeve them with a cut down 3x5 card as backing for a little extra stiffness in UltraPro sleeves. But, if it's something that I want to keep...

My teacher requested this laminator, so it's what she's getting along with pouches and other things.
Your ink jet will do fine, it would be best if it does not have any type of wifi connection, I had an old HP ink jet that didn't even have an Ethernet port(although like you said, if it is bip38 encrypted with a strong pass-phrase, shouldn't really matter).
For the laminator I just bought one off amazon this one to be exact and now I have a backup in my fire proof safe, my safety deposit box, and one I store at my families house above an old ceiling tile :D

That's what I think 90% of vendors use. If you do get it, set the temperature to 200 - 200 degrees.
Avoid the scotch ones if you can. They break and don't heat well. I spent money and bought one that heats to 170 or higher and BEST thing ever. Especially if you a cricuting things or have thicker paper you want to laminate. If you are just doing regular copy paper, the scotch ones should work. I also made sure mine does larger than 8 x 12 so I can run through construction paper and the light.

I also wanted to add...since I have primary, I wanted to make them "spots" to sit on for carpet time. A carpet wasn't provided to me (you know, the Lakeshore one with colored squares), so I went cheap and bought a few feet of carpet tape from sitspots.com. They have cute actual spots, too, but I was cheap and bought the tape, cut it into 3x3" squares, and slapped those on the classroom carpet. They're holding up great (I'll be able to reuse them next year for sure) and my custodian loves them because it's not actual adhesive tape on the carpet. I just got a new student, so I had to rearrange the spots...they peel up and stick back down PERFECTLY (they're velcro). If you have the need for something like this, I HIGHLY recommend the velcro tape stuff!
OH, and when it came to book boxes and book bins, 99 cent store, dollar tree, big lots are your friends! If you have a little more cash, I got some from Target in the dollar section, too. But, they only have theirs during June I believe (they're super strong, $3 a pop but I'll be able to reuse all of mine next year).
BEST pencil sharpener around is the one from classroomfriendlysupplies.com. It is amazing. PERFECT points every time, and it even gets through those cheap novelty wrapped pencils. I love it. My kids broke the electric one I bought, so I got this one and now just use it myself, although older kids would be able to learn it (I subbed in a 3rd grade class that had one and they used it just fine with some training).
I LOVE folders for things like an unfinished work folder, homework folder, writing folder, etc. The cheapest place I found was Staples...over summer they were selling boxes of 25 for $4. I got a ton of them in different colors. Made color coding easy!
