I like dumb edible things or toiletries - gratuitously bacon things like bacon-scented body wash (or worse, toothpaste!), dick-shaped candies (with names like "Marshmallow Willies" how can you go wrong?), that kind of thing. It's funny and dumb but it's also consumable so your friend isn't suddenly saddled with this OBJECT they didn't ask for and now have to carry around forever or throw away. Plus you get the potential fun group experience of them then opening up the thing and sharing it around, so everyone gets to join in on the fun. :P
Novelty ice trays are fun, too - you can get all kinds of cute/immature/funny shapes and everyone always needs an extra ice cube tray.
Edit: Oh, and novelty booze! There are a lot of bizarre vodka flavors out there. Bubblegum?
If your wedding dress code is on the dressier side, I think it would be considerate to send an email/text etc. letting them know to dress for the heat and not worry too much about the dress code.
Is your ceremony outdoors? Hand fans for sure - these are pretty!
My friend did her wedding on a Louisiana lake in June and had her guests under oak trees. She had these just in case it would be hot. Luckily the lake had a nice breeze and it wasn't too sunny. Having your guests sit under the oaks would probably help, especially if you had some fans (handheld or electric), but it would be important to know what time of day the wedding would be. If it's high noon, definitely wouldn't be okay. If it's later in the afternoon when it usually starts cooling down, then I think 20-30 minutes would be manageable. I grew up in that area and while Louisiana is stupid hot, the afternoons in the summer are usually very nice. I would also have a contingency plan just in case it's too hot and you could move it indoors for the ceremony. I looked into Nottoway for a minute, and I'm pretty sure they had an indoor option!

One thing I should've mentioned... run this idea past your sister/MOH first, in case she's doing something already similar to this. Just say something like "I want to make a little something for everybody as a Thank You, what do you think of ____?"
And since your sister would "know" what your idea is for the rest of the girls, and because she is planning this, get her something extra or different as a Thank You :) Maybe like a necklace, fav perfume, wristlet, gift card to her fav store, OR an extra large bottle of wine haha. We just went on a big shopping trip this afternoon. We are going to attempt to fly our 4x6 foot flag with 3, 5 feet sections of 1 and a quarter inch PVC pipe, some connectors, a bucket, and 50 pounds of quick crete (about $20 total). We have one of the pipes cut into a point just in case we need to mallet it into the ground. Our list, and other distracting items. We also have duct tape just in case.
I also just bought a two plug car AC converter. I bought these recently. Excellent source of fiber and protein. And 600 glowstick bracelets.
We have acquired most everything we need. We will end up buying around 8-9 24 packs of water in addition to a dozen or so gallons and some other easy access water. We have a 15 passenger van with back seats taken out (no storage concerns), and its our first time going, but we figure people will be needing water come Sunday.
Here is a list of the things we purchased today. Maybe a thing or two will give you some ideas. We also used this as a guide and checklist as well:
Some things we bought individually: ear plugs, eyemask for sleep, offbrand camelbaks (2 liters with additional storage), flasks, granola bars (a variety, including a few boxes of high fiber), twizzlers, a metal hot/cold thermos, sugar free red bull (8 cans). should be bringing a few pounds of homemade beef jerky.
This all totaled around $250 or so.
