As suggested by u/tzipity this is the type of bowl. Sweese 112.001 Porcelain Salad Pasta Bowls - 22 Ounce - Set of 6, White https://www.amazon.com/dp/B0757M5Y71/ref=cm_sw_r_cp_api_i_e3eFDb59KK1SW that's highly overpriced. I got some nice ones at tj maxx for like $2 each but it gives you an idea on wide and shallow.

I have bowls similar to this in width/depth, i put a cup or two of rice in, fill with water, swirls my fingers around in the rice until all rice is submerged and water is cloudy, then tilt the bowl to the side and drain the water. Usually the rice kinda sticks to the bowl/itself and stays in place until about a couple tablespoons of water are left. Could probably get a little higher than 45 degrees. Its not like you need to get every last drop of water out.
