Get a studfinder that looks like this: https://www.amazon.com/Precision-Sensor-ProFinder-Professional-Finder/dp/B07564RSHR
Each of those little LEDs is another stud finder sensor, so when you run it over the wall, e.g. 3 of them will light up at once, this tells you the stud width and because you have a dozen sensors instead of just 1, it bumps the accuracy. IIRC, I bought mine from costco for like $30 or so.
They sell one on Amazon, too. http://www.amazon.com/AMK-Manufacturing-Pipe-Locator/dp/B0000AXAW0
Edit: Frequently Bought Together:
AMK Manufacturing Pipe Locator + Wooden Handled Dowsing Rods
Price for both: $39.98
It will actually be quite safe if set up to apply tension directly along the centre axis of the seat tube and post. My jig was for repairing carbon/aluminum bonded frames. I could open up the seat tube to bottom bracket housing joint without damaging the rest of the frame. The lugs were c.35 mm inside the tubes. The first one was very frightening.
If you want to see what is caught up, try a USB endoscope.
You could try the internal hacksaw method, but that has risks as well.
Edit: u/RECAR77 posted up a cable puller setup of effectively what I was trying to explain. The jig I made was from a large wood working sash clamp operating in reverse.
They have a magnetic locator that is more discerning

FYI this is currently $30 at Costco.
Specifically this one:
Precision Sensor ProFinder 6000+ Professional Stud Finder https://www.amazon.com/dp/B07564RSHR/ref=cm_sw_r_cp_apa_vRG3AbWB7VNEF
Looks like it might be in store only.
