I know exactly what you're talking about. We always called them "turtles," but I'm pretty sure that wasn't the brand name. I'll try my hardest to remember anything else.
Also, only chumps sat on them and wobbled the bars to move. Putting one knee on the seat and pushing with your other foot was the way to go.
AHA! Turns out I was closer than I thought! The Original Flying Turtle!
This isn't DIY, it's a company who makes it.

You can get the non XL version for $300 but it's a lot smaller.

Fixed, the site I found had a dynamic page.

I wasn't familiar with this model. The specs in this listing seem wrong. 600w won't do 35mph.

I was considering a Zoom Stryder or Booster V. But, because of the replaceable batteries, I may choose this as my next scooter.
I hope they design a Levy model 2 and possibly choose to go with a design that more closely matches the Ninebot es2/4 instead of the m365. The es2 design has far superior folding mechanism, lights, and suspension. Basically, just stick a Levy pole/stem on an es2/4 body (upgraded with less plastic parts and rear brake) and maybe the better tires and you'd have the ultimate scooter.
Another advantage to this scooter, is that as battery technology improves, you will probably not only be able to buy new batteries but even better ones! There are so many advantages to using easily replaceable, externally chargeable batteries.
This looks like the same scooter with a different brand name..... ????

i use one of these. My arms are fairly proportional. The weight limit is 220, I'm 225 or so, and my bag is usually a few pounds. I've got a few hundred miles on mine with rough sidewalks, no problems.
The tall ones are taller, sure, but this hasn't been bad, and is substantially cheaper. Had intended to use this for feasibility with the idea I'd probably just break it and then buy a better one, but I haven't felt the need to change. Just bend your plant leg a little bit more-you have to anyways to kick, and it'll drop your wind resistance a little. Size 13 shoe here, the deck fits mine but past size...15? it might get a little cramped.
EDIT: Other guy mentioned Xootr, see also these I'd considered:

How about this? You could replace the car completely.

I'm a big believer in things that last. My daughter, who is now 3.5 loves this sweet set of bells which we got her for her 2nd birthday. The sound is actually not grating, either. http://www.amazon.com/Schylling-Rainbow-Music-Spin-Bells/dp/B009R7N2M0
And this scooter is worth its weight in gold: http://www.amazon.com/Micro-Mini-Kick-Scooter-Blue/dp/B0068ZRYZU/ref=pd_sim_sg_10?ie=UTF8&refRID=1FQTZ3HMBNP4GVG6QC51
Her kitchen set is a perennial favorite as well.

You dont have to buy expensive ass cars to be EV.
Shit I ride around in a M365 and ES2 scooter. For Around $500 for both I am now moving around the city carbon free.
If your commute is under 25 miles try the Segwat Max. Amazon has a presale going on right now for $800 and this scooter has a 40 mile range.

I just picked up this one and I'm really happy with it. I'm way over the weight limit but it still performs great!! Put about 3.5 miles on it today and it was at just under half battery when I got done.
Last question, I promise :D
Out of this Swagtron K8, Hikole dual suspension, and the A6, which would you pick?
Hikole: https://www.amazon.com/Hikole-Commuter-Carrying-Adjustable-Aluminium/dp/B07QNP5Y63/ref=zg_bs_13280971_41?_encoding=UTF8&refRID=B85WDEX7SW4CD2KE6KGC&th=1

Dualtron 2 Limited is 28Ah battery but Dualtron 2S is 18Ah one.

The Swagtron T6 is a amazing HOVERBOARD!!! It goes really fast for offroading! I would highly recommened the Hoverboard if you have the money. Hurry get it it's on sale now! https://www.amazon.com/Swagtron-Swagboard-T6-Off-Road-Hoverboard/dp/B01NH2WD3Z/ref=sr_1_1_sspa?keywords=swagtron+t6&qid=1567983874&s=gateway&sr=8-1-spons&psc=1&spLa=ZW5jcnlwdGVkUXVhbGlmaWVyPUEyOUpUTTZQV1VOUFZDJmVuY3J5cHRlZElkPUEwNDIyODA2MzkySlhESzA5S1NPOSZlbmNyeXB0ZWRBZElkPUEwMDg4Mjc3MlFQREVER0tMUVZLWCZ3aWRnZXROYW1lPXNwX2F0ZiZhY3Rpb249Y2xpY2tSZWRpcmVjdCZkb05vdExvZ0NsaWNrPXRydWU=

You're welcome.
A couple of small questions:
Helmet speakers? Are they legal?
And, those tiny little electric scooters (like this ) Are they legal to ride on roads? Pavements?
I ended up getting the Hudora 230 which I like a lot. It folds up pretty well, and super sturdy:
https://www.amazon.com/gp/aw/d/B01IMNPOJS?psc=1&ref=ppx_pop_mob_b_asin_title
I do ride it in the bike lane, and I'm pretty much riding the same speed as average paced bicycles.
Xootrs are rated at a max of 800lbs. The Hudora 230 is rated at 265lbs.
Ah okay. Well I would suggest one of these:

The big wheels are very helpful for bumps and cracks in the sidewalk.
Try something like this. Might be a bit more than you were hoping for, but I expect he'd love this, and have fun with it for years.

Here's The right one
Like this thing. I almost had burrito come out my nose when I saw this.
Got my 1 year old this 3 wheel scooter. He's now very good at riding it by himself now that he's almost 2.
Micro Mobility Mini 3in1 - Scooters (Kids, Asphalt, Blue, Polyurethane) https://www.amazon.com/dp/B0068ZRYZU/ref=cm_sw_r_cp_apa_XUbFybK5885P5
Got it for $99 a year ago.
It's a Xootr Mg (http://www.amazon.com/Xootr-Mg-with-Fender-Black/dp/B001LUQGYC) and cost about $270. I actually didn't like it very much... very roomy, but the performance wasn't anything special and it was very heavy and bulky.
I just returned it and instead bought a Razor A5 Lux (http://www.amazon.com/Razor-A5-Lux-Scooter/dp/B004C6BGII) for less than half the cost. I scooted it about 15 miles today all over Washington DC, and it's GREAT — much lighter and more portable than the Xootr.
The Xootrs are very classy. They're like the Rolls Royces of scooters. Razor A5s are like the Honda Civics.
The battery is short lived, and it is very heavy! I would highly advise against it. They are meant for flat groud. You can get an off road version for around 600 but the dust will still likely destroy it.
Edit I thought I was posting to the main thread, my mistake. This is what I was referring to. It seems like this would handle the playa much more efficiently that a "hoverboard", but still just a fun item. https://www.amazon.com/SWAGTRON-T6-Off-Road-Hoverboard-Certified/dp/B01NH2WD3Z/ref=sr_1_1?ie=UTF8&qid=1500579131&sr=8-1&keywords=off+road+hoverboard
