You could be talking about the story "Drop by Drop" in Vivian Van Velde's short story collection Being Dead. In this story, a somewhat snotty popular teen is sulking because she had to move to a new house out in the country. The night before the move, she and her friends go out and they end up drinking and driving. At the new house, the girl is haunted by a little girl in a bicycle helmet who had drowned. I don't want to give anything away, but there is a very good reason why the little drowned girl is haunting this teen.

could it possibly have been Walker of Time? Here is the link to amazon: http://www.amazon.com/Walker-Time-Helen-Hughes-Vick/dp/0943173809 ...it is a bittersweet book about two boys that travel time. If this isn't what you were thinking of, I would suggest it!

This anthology has 16 YA authors and ran a contest for a short story from a previously unpublished author to be the 17th contributor. One is included in the anthology--which is out today. Two runners-up are posted on the book's website and available for free--they're really good and totally worth a read!
