Looks like it might be a test pressing for this: http://kunaa.ly/image/2E1i0o09093P some of the tracks are on here.
EDIT: yeah looks like this is it: http://www.amazon.com/Mtv-Masters-Historys-Greatest-DJs/dp/B000040OKB#
Priority records was the label (probably on behalf of MTV).
Digable Planets - Reaching
Pharcyde - Bizarre Ride 2: The Pharcyde
Jurassic 5 - Quality Control
Soundbombing V.2
Hieroglyphics - Third Eye Vision
Del The Funky Homosapien - Both Sides of the Brain
Handsome Boy Modeling School - White People
The Roots - Things Fall Apart
Blackalicious - Blazing Arrow
My favorite mixtapes excluding the artists that I know:
All of these came out inbetween 1997 - 2001 and were technically was sold as albums but in my eyes they are still mixtapes.
To my knowledge the song only appears on a comp album called "We Came From Beyond". I'm guessing that's the obscure sampler album your Google search turned up.
It's one of the few albums that I listen to all the way through regularly.
Some tracks for people who don't want to do research-
The Number Song
Organ Donor
Building Steam with a Grain of Salt
Midnight in a Perfect World
This album is in the Guinness Book of World Records for being the first full album with no original content. Everything is from DJ Shadow's world class record collection.
If you like that, check out Brainfreeze. It's two 25 minute tracks of DJ Shadow and Cut Chemist practicing for a live show and just tearing it down. They only use 45s, (the little 7" records) which are extremely difficult to work with.
10 minute YouTube excerpt
I try to always put a link in the show notes on my site.

|about|Jedi Mind Tricks (JMT) is a hip hop group formed in 1996 with two members from Philadelphia, Pennsylvania and one from Camden, New Jersey. The group was founded by two high school friends rapper Vinnie Paz (Vincenzo Luvineri) and producer / DJ Stoupe the Enemy of Mankind (Kevin Baldwin). In 1999 the New Jersey rapper Jus Allah (James Bostick) joined the group to record the 2nd studio album by JMT, Violent by Design but left shortly after for reasons that remain unexplained.|

This was on a Project Blowed-produced compilation I bought about 12 years ago in college. It was called The Funky Precedent and its sale proceeds were to benefit music programs Fremont High School and Manchester Elementary School in Los Angeles and Mission High School in San Francisco. It has some dope hip hop from a good handful of Good Life emcees and even has a really good pre-Fergie and non-sellout Black Eyed Peas track on it.
Also, this is a quintessential hip-hop classic. Learn it.
the x-ecutioners have a video called "built to scratch"
rob swift runs through all the scratches in it
it has a ton of other great shit too (setup, marking records, beat juggling...)
