$120 is a fairly large budget for nevertheless a fairly large occasion! Perhaps the best presents are those where thought and time have been required so I suggest a modest photo album. You can use a website such as snapfish, print off loads of photos for a couple of bucks and them arrange them into a thoughtful photo album. This is especially good as an anniversary present considering you can highlight, through the medium photo, important occasions over the last year or even longer depending on how long you have been together. Couple this with a meal out somewhere (look for snazzy restaurants with a promotion on, there are loads in this climate) and it's a done deal baby. You have combined both class, fun and most importantly thoughtfulness.
EDIT You can also cook yourself which leaves even more room in the budget however this may not be applicable based on any culinary skills you may or may not have. I hear that it can lead to good things however...
