Get speed pourers. Even if you don't plan on free-pouring, they're nice to have a more standardized pouring speed so you can pour out of an entirely full bottle without worrying about spilling too much.

A cheap bar spoon is an awful experience. A decent bar spoon is fine. An overpriced barspoon is (generally) just overpriced metal. However, the Tanqueray spoons and the Standard Spoon on kickstarter are actually pretty nice quality stuff. But that said, almost everyone I've met likes the regular old bar spoon.

Have a jigger on hand, even if you free pour. Just for when you have nicer ingredients and want to try out a drink with them and would rather have the proportions right than have to revive the drink.

I make a lot of bitters myself or super small batch infusions, so having a set of mason jars on hand has been extremely helpful.
I use cheapo squirt bottles ( http://amzn.com/B007OM9W2E ) to store simple syrup or other infused simple syrup.
If you get super into infusions and stuff like that, I've heard a lot of good things about the iSi system; I have a friend with one, he absolutely loves his. I have to admit, it takes a lot of work and patience out of infusion. As well as whipped cream, or carbonating things, or what have you... now I might want to get one.
These two items are somewhat paired (at least for me) -- a water filter and an ice tray. For ice, I'm talking like the Tovolo King Size ice trays. Water filter -- doesn't matter, as long as it filters from what I can tell.

Something that's nice to have on hand so you can double-strain is a fine-mesh strainer. Can be harder to find on the cheap though, I ended up breaking down and going to a Bed Bath & Beyond for mine since everything on Amazon was fairly expensive the thrift shops near me didn't have one.
Get nice glassware. I remember when I was younger and someone demonstrated the importance of having nice glass when tasting wine. The same thing applies. This isn't exactly bar-tools, but it's critical to your cocktail experience. Drinking out of cheap glasses, or the wrong glasses, will really hurt the presentation and your perception of the cocktail. In essence, t's important to take pride in both how you make the cocktail and how you serve the cocktail.

But what TheMoneyOfArt is completely right. These products are pretty much meant for wine, beer should really be drank in one sitting. I've only ever used bottle stoppers for wine.

I just switched my bar from the screened pour spouts to these and honestly, I couldn't be happier with the results. I hated the screened kind. I thought they looked cheap, being made of plastic. Any thick liqueur (godiva, bailey's, kahlua) you put one of them on loses flow rate after a day. They get stained, and the rubber sleeves break off when changing bottles. I would definitely suggest going with stainless steel free flow spouts. Just get some rubber caps to keep the fruit flies out.
We got an induction cooktop, it is really handy to have around, especially if you want to do cooks outside (like render fat, make hot sauce, bring to a car camping KOA spot etc)
just make sure your wiring can handle 1800W... as it is pretty high draw and can cause your circuit breaker to pop

We turned one into an olive oil dispenser.

On the surface, at least, it would seem like these must help, or at least not make things any worse. I hooked up an (uncalibrated) vacuum gauge to my Cenova sealer, it showed pulling about 23-25 in Hg (inches of mercury) of vacuum, or about 11.3-12.3 psi. A full vacuum is about 30 in Hg, 14.7 psi. So it at least got a lot of the air out.
One review mentions using these for oils, like olive oil. That's an interesting idea. The refined safflower oil that I bought suggests using it within 10-12 weeks of opening, or longer in the fridge. So presumably, if you also vacuumed it, it might stay good longer.
They might enjoy receiving an elegant carafe. This one for whites, and this one for reds.

Yes I use these for secondary fermentation/clearing. You can see if you stalk my post history. I use a 2 gallon bucket for primary fermentation. I believe the size stopper to fit the 1 Gallon (4 liter) bottles is a #6 bung.

I have a stopper like this one (you can generally find them at wine/liquor stores) and I swear it will keep champagne bubbly for at least a week. So you wouldn't necessarily waste the whole bottle...

The restaurant I worked at had these pourers. They stopped pouring after x amount. So, you got exactly what you wanted to pour (and didn't need to use jiggers).

I could kiss you right now. This is the best wine aerator I've ever had. I used to have one but my cat smashed it after a year. Seriously though great buy for any red wine drinkers out there. Just keep it out of reach of creatures that enjoy breaking things.

One way valve, they call it an accessory port, there is a tube, you connect the tube to the foodsaver to the bottle stoppers.

I take one of those toppers, and use my FoodSaver vacuum with a small hose to suck the air out of the bottle. It seems to work very nicely for up to 24 hours. I haven't tried longer than that.

This wine carafe would hold my wine for when we are drinking during dinner (full school experience). I would imagine I may be able to use the bottle to store potions, if needed.
This umbrella resembles the shape of a broom with it I would be able to keep myself dry when it rains, and possibly would be able to substitute it for flying, if I could figure out how.
If I had this kit, I could learn to crochet myself a hat. The hat would clearly be needed for days when it is chilly and we are doing outdoor activities, like gathering stuff for spells.

So I have this towel, which could clearly be used as a cape. It may say yoga towel by definition, but a towel is a towel. I will have to shower sometime, and no one wants to just drip dry.

Building off of the wine suggestion, I've had great success with gifting a trio of useful things that a) she might not have or b) might not have good versions of-- reusable wine stoppers, aerator, and decanter. All of them have some very pretty options, and depending upon what versions of each you get, it's generally possible to get a good bottle of wine to go with it. My friends and I call it the Intro to Vino kit, and it's one of our go to practical gifts.
Otherwise, check out caseify or society6 for great art that makes phone cases go from meh to practical and pretty. Society6 also offers several other things- one of my graduation presents was a gorgeous laptop sleeve from a favorite artist's shop. I've had success with champagne bottle stoppers. I've had better success recapping entirely, but that's not always practical for non-brewers.

I think a nice decanter with aerator enhances the stronger red experience. You should taste before you aerate at times so you appreciate the wine as it opens up.

You won't get the job done for $1000. Sorry. I'd suggest you check out Consumer Reports which often has oven and range reviews alone with street pricing. I believe the GE is the currently recommended oven at about $1900.
How about an all-day spa trip?
Maybe you can bank the $1K and next year you'll have enough for a new oven. But frankly I wouldn't get one to surprise her. This sort of equipment is very personal.
What I might suggest is that you get a nice induction hot plate - about $70. Your wife can use this and see if she likes using induction and you can see which pans work. You can use the magnet trick - any pan sufficiently magnetic for a magnet to stick will be induction capable. You can also purchase a flat metal adapter plate which is magnetic and goes between the pan an induction pan.
I have a couple of these - Duxtop 1800 which work very nicely.
