This is a common trope of early 20th century sci-fi and even persists today. Often Venus is depicted as a hot humid jungle planet where dinosaurs or similar creatures still exist. Reptiles and/or amphibians predominate and there are no mammal equivalents.

I recommend the anthology 'Old Venus' by modern authors, Edgar Rice Burroughs' Venus series, Robert A. Heinlein's Future History series, S. M. Stirling's The Sky People and dozens of others.

Sky People by Stirling is almost directly the story you propose except that the first Space Race probes find intelligent but primitive life on Venus.

If you like World War II AUs, CalBear has some fine examples; his magnum opus is the rather grimdark Anglo-American / Nazi War, which he's actually cleaned up and published under the title Festung Europa.
