I struggled to store my bike in my flat, but then I got one of these;

Took up far less room than when it was horizontal. Might be an option for current an new place?
You can get a £30 disk-lock for motorcycles, some are very sensitive, others less, but they will trigger alarm when bike is touched or moved. Most alarms dont stop ringing after being broken, so it attracts attention from people around. Bike thieves don't expect sound alarm on a pushbike.
