You can maybe use this pattern and just alter it to make it more like her jacket. I recommend using cotton if youre new to sewing. If youre up for the challenge though you can always use stretch Lycra or spandex. It'll be light weight depending on which particular fabric you get so you wont be too hot.
As for the Naruto Sandals, you can check amazon. I think they have some on there but I think all the sites just typically have the shoes that looks a little cheap.
Additionally, if you need to put it on and dont want to draw on yourself - theres temporary tattoo paper you can get on Amazon here.
You can run it through a printer or draw on it!
Could you start with something like this then stitch on cut out pieces of black fabric or faux leather to match the design?

They use chrome vinyl, I know the guy who started this down here in Miami.
This isn't the exact one they use, but it should work for what you need.
