One thing that works for me when I know I'm gonna be applying multiple coats (primer, paint, clear, etc.) is to "etch" the casting lines with a dental pick after stripping and sanding. https://www.amazon.com/gp/product/B000OH3UXI/ref=oh_aui_detailpage_o06_s00?ie=UTF8&psc=1
You have to be kind of careful as these are harder than the castings so you can gouge the metal easily, but going over the lines really helps out with definition. None of this is a criticism, just noticed that some of the lines looked a little "fat". Having said all of that, this looks great! Really liking the 8 spokes and the fat tires. I might steal this combo for some future work.

Most people swear by Tamiya masking tape (in various sizes), I picked some up from my local hobby store and it works pretty well.

Not sure if this is exactly the same paint you are looking for, if you can get the factory paint code you can match it up exactly. An ounce of paint is more than enough to paint a Hot Wheels sized car.
