You can glue the center of the tower together so it's one piece, and glue it to a like a large tile from the hardware store so it won't fall over. Then you'd add all the horizontal pegs so he can yank them out without you having to worry that the center tower will fall over.

If you google image search it you'll find several versions (again which will probably need to be glued to a tile so it doesn't fall over) including large DIY ones. You can make your own small version with small mesh (from a craft store), bells instead of balls (from a craft store), and balsa wood sticks (from a craft store) that have been dyed/flavoured with some at-home veggies (like soaked in beet juice then dried. Soaked in carrot juice then dried. etc.) so he gets a flavor component when playing.
IDK if it's too big/aggressive but if he likes chasing things then what about a weazel ball? You can change what the weazel is, maybe tie a bunch of paper streamers to it instead so he can chase and rip off pieces of the streamer.
And for something different, I saw on the cockatiel sub someone had a macrame jellyfish decoration like this. Their guy loved climbing up the tentacles and sliding down like Tarzan. It was pretty big for a decoration, and it's no longer sold on Amazon but I wonder if you can make your own by repurposing some plant hangers off ebay (imagine it upside down). You can make bird-safe glue with rice and water and then cover some king of large round object in plastic wrap and put it in the place of a plant pot. Then slather the rice glue on the blue parts of the hanger and let dry. Then take the round object out and you'll have a nice solid rope dome which you can flip over so you have a jellyfish top. Then cut off the rope where it transitions from blue to white, this long cut off piece can be flipped over and tied to be the tentacles. I tried to photoshop how the final object would look like. Of course check the size of the plant hanger, some look large but are actually too small for your buddy.

If you want to try a few things before you commit to getting rid of the bird...
Consider a high end HEPA approved filter. To get a HEPA tag, they have to be able to remove 90% or more of small particles. This one is quiet, doesn't make stuff that could hurt the bird, and will help across the board if you stick one in the birds room.
Change ALL of the filters in your home. It could be that your symptoms are getting worse because your home's ventilation system has bad filters and is working less and less. Buy yourself some kind of filtering face mask before you do it, those filters are going to be packed full of Fuck You.
