Provided poker-style bluffing fits your definition of deception, Skull & Roses is a game perfect for bars because you can play it using beermats. Though not technically a drinking game, I will do my best to add drinks within the following rules:

  1. Everyone take four beermats/coasters. Mark one as your Skull - you could draw a skull on it, but it could just as easily be an X or a black spot or a dick or whatever. The other three coasters are your Roses.

  2. Start of round: Everyone put one of their beermats down in front of them on the table (marked/unmarked side down). Take a communal swig to celebrate the beginning of the round.

  3. On your turn, either 1) PLACE another of your beermats on top of the last one you placed (& take a swig), or 2) BID a number of Roses you think you can flip.

  4. Once someone BIDS, no one is allowed to PLACE any more coasters. Either BID more Roses than the player before you, or CALL their bid.

  5. If your bid is called, you must flip all of the beermats in front of you (i.e. the ones you've played) first; after that, you can choose the top beermat of anyone's pile to flip. So if I have two coasters in front of me, and I get called on a bid of four, I have to flip my two coasters to reveal Roses, then choose the next two from the top coasters of all players' stacks.

  6. If you successfully reveal the number of Roses you bid, without hitting a Skull, you get one point and whomever called you out has to chug down half their drink. If, at any point you reveal, a Skull from your own pile, chug half your drink and choose a beermat to lose. If you reveal a Skull from someone else's pile, chug half your drink and lose a random beermat.

  7. Whether the attempt is successful or not, everyone takes back all the coasters in front of them, puts one back to set up for the next round, and do the whole thing again! Game ends at 2 points or when you can't drink any more.

    There's a commecially-produced version with nice skull & rose coasters, but it's currently out of print and therefore riotously expensive. The good news is, you can play with index cards, sticky notes, scrap paper, beermats, playing cards (red for roses, black for skulls)... anything, really.

I actually bought a card game called "Drunk Stoned Or Stupid" -- we kinda turned it into a drinking game. You can play it two ways -- with friends, or with strangers. The game has something written on a card like "most likely to ride in the trunk of a car" -- If you're playing with friends, you all vote on who you think is most likely to ride in the trunk of a car. Whoever is chosen gets the card and has to drink. If you're playing with strangers, each person tells why they feel they deserve the card. Other players (or choose a judge -- we had a rotating judge) vote on the best story, and whoever is deemed to have the best story wins the card and gets to GIVE OUT drinks. Its a good way to get to know people because a lot of the card scenarios are things that someone may have done while being drunk/stoned or generally being stupid.
