Somewhat of a tangent, but relevant. For some balance and perspective I would suggest The Lusophone World: The Evolution of Portuguese National Narratives, by Sarah Ashby. The book is based on her PhD thesis on the subject. Look inside the book on that amazon link to get an idea of its content. Two of the chapters are:

  • Portugal, Europe and the Lusophone World: points of diversion

    Indeed this is not about Federalism, nor strictly about Europe. But, using Portugal as a study case, you will get a better understanding of some of the challenges Federalism would face. Namely, in the case of Portugal, how much of the country's history and identity and even power resides outside Europe. As well as how much that influences all its geostrategy.
