It varies A LOT depending on the stream, but yes basically you have the right idea.

As long as you aren't doing anything illegal, feel free to keep or release whatever you feel like. The rules and regulations for fisheries are put there by people that generally know what they're doing. As you spend more time on a stream, you will get to know the character of it much better and can adjust your personal set of ethics as you see fit (still remaining within legal parameters lol). Picking up trash you might find and leaving spawning fish alone is always a good move on any trout stream. trout population health is very cyclical too, if you notice fluctuations in numbers and size, those are probably normal and nothing to worry about. check out this book if you want to get more hands on and do some experiments! Trout ecosystems are so cool!

Off the top of my head, a good multitool like a Leatherman.

A scale with measuring tape. For making sure you are within a size limit or for bragging rights.

Bogagrip like grabber or Fish Gripper for handling fish.

Hemostat for extracting a deep hook.

A good hat, UV rated shirt, sunblock and mosquito/tick repellent. Maybe a backpack with water reservoir a la CamelBak. I also keep a small first aid kit and a hook removal kit just in case.

Dry bag if you are going to be on a boat or kayak. No one likes a water damaged phone.

Edit:

A folding net. Nothing is worse than having a good fish and losing because it too big to drag it up on the bank. I lost a good sized trout last week because I didn't have a net handy.

The weight of the rod is more about how far you can cast than how big a fish you can land. You can throw a higher weight line much further, but chucking an 8 weight into a small creek is going to scare away all the fish. The really light weight lines can be presented^ very gently so as to not startle the fish. Most serious fly fishermen will use a different setup for creek and lake fishing. A 5 weight is a good middle ground for a beginner.

The closest fish i could find was was the Porkfish (Anisotremus Virginicus) (Linnaeus, 1758) i use a field guide that my Ichthyology professor wrote. Heres a link to it in case you wanted on its the most complete field guide available for fish from Maine to Texas. I'm 90% sure its the correct fish looking at other pictures of that species showed some deviation in the brown lateral line seen in your fish but it has all the quality's that your fish has.

I hooked one a few days before I caught this one and I swear it had to be twice the size. It almost completely emptied my reel just stripping drag nonstop before it straightened my hooks out and got off. I maybe had 25 yards of line left reel when it got off. I was sick about it for days, but then I was hooked on catching these bad boys.

I caught it on one of these.

But my father in law also has a lot of luck using some jointed bomber minnows.

I actually caught my second one on a huge 7 inch saltwater grade baby striper bomber that I ordered on Amazon by mistake (thought it was the smaller version). The fish was a little smaller than this one though.
