First up you want to get 8GB of ram to run android apps on a chromebook.

To develope an app without an emulator or phone, connected via usb, you need to need to put your chromebook into dev mode, which is a pain as there is, currently, an extra step when you boot your chromebook.

To run an Android emulator/android studio on chromeos a U series i5 processor is recommend.

Kevin Tofel https://twitter.com/KevinCTofel is using/recommends the Acer spin 13, he has the 16GB ram model, the 8GB ram u series i5 is showing as $660 on amazon, for me.
