Eh, I wouldn't ever pour, soak, or the like down the base of the unit lol. Just seems like you're asking for trouble. The best part of this device is because it's so effecient and truly shines with small amounts, you should never have to get to the point of doing anything like that to the base of the unit.
Simply taking some of the cotton or all of it off the qtip will allow you to fit it into the atty intake hole as well as the glass hole. However if you're worried about cotton getting stuck behind, I've had great success with using these dipped in iso

Doesn't have to be this brand, plenty other brands that look exactly like this, but you get the point.
So long as you even clean out your base once a week you will be fine. Your biggest issues are going to be keeping the atomizer clean, even then with the Everlast atty, there isnt too much build up.

Soaked in iso is what I use, they have hard plastic bristles in with the more securely attached cotton bristles (compared to craft store type) to really clean out pipes. You can probably buy appropriate ones locally if you have a tobacconist/tobacco shop around you.
