I'm going to honest with you. In my opinion, if you're spending less than $90, you're buying something that will be needing a replacement within the first couple treks. I've had my Kelty Redwing 50 for years and it has never let me down once. I have a bigger pack for longer treks, which are few and far between lately, but for the most part the Redwing is my go-to. Its a bit pricier than what you're looking to spend, but I promise you it till last you many year, and many miles. My wife uses an Osprey Stratos which she loves, but I personally find the Kelty so much more comfortable to wear for extended periods. Again, a bit pricier than you're looking to spend, but I'm a believe that when it comes to things like packs, boots, and tents, you get what you pay for, so spending the extra money once make a bit more sense to me than spending a lesser amount multiple times. I have an old teton 20F bag. It's used but well cared for. It was my husband's bag for backpacking, he is 6'1" and it fit him nicely. We upgraded to quilts this winter, and we are waiting on them to ship as we speak. I may be interested in selling his if he likes the quilt. I also have an older model 30F eureka silver city bag that I used (likely not long enough or warm enough for what you specified though). Both pack down fairly small for budget bags and fit nicely in our backpacks.
This is exactly what you're looking for. I recommend this bag to everyone in your position--it's affordable, (relatively) lightweight, packable, and warm. I've used it down to the low 40s without much of a problem. People have thru hiked the AT with it, even. It pretty much hits the sweet spot of every variable (weight, price, warmth) that you'll find, and comes with a compression sack as a bonus.
Yeah, it seems steep but I am just going off of the receipts I have from my purchases.

None of this includes shipping or taxes. That being said, it's a great setup and I am not disappointed with how it performs. If you pick up an under quilt then this setup is unstoppable.

Here's something that's much cheaper and much lighter. I bought this kit in December and I've used it several times. It's that cheap aluminum that can be bent with your bare hands. But you said "cheap and light", no mention of durability. That being said, treat it like something that can be easily damaged and it'll last a good long while. Treat it like it's made out of cast iron and it won't last a single trip. I've used mine several times and it's still in perfect shape, just the bottom outside is soot covered. I weighed just the frying pan & handle and it's 4.25oz (I bought this just for the frying pan. I consider the rest of this kit pretty useless. But hey, it's a $10 frying pan so still a win). It's big enough to fry a medium sized onion and pepper cut into strips, or a full pound chicken breast cut in half. Or, I'd guess a few eggs and modest serving of hashbrowns at the same time, as long as you don't mind the eggs and hashbrowns mixing together a bit. The lid can be used as a deep plate, also.

I used this on the AT and it got down to 21F and felt toasty except for my feet, I would say taking it to zero would be the absolute bare minimum though, and you'd better be wearing some down/layering up.
Your mileage may vary, but personally I think this tent by Alps Mountaineering is stellar for the cost. All I have had to do since I've owned it is retreat the bottom to keep it waterproof.
