It's not remotely Japanese, but the UK series "Taskmaster" shares a lot of the same ethos as variety Japanese game shows, especially with the silly objectives they're given. It also has a low budget aesthetic, and a book so you can play at home. I'm not sure if that's the kind of thing you're looking for; if it is, see /r/panelshow.

Did some extensive googling, found the episode is from this DVD box set: 探偵!ナイトスクープ Vol.3&4 BOX" (transl: "Tantei! Knight Scoop Vol. 3 & 4")

And when you scroll down to the description, you can see: "人気者の犬のさっちゃん" (transl: "Ninkimono no Inu no Sacchan" = "Sacchan, The Famous Dog"). It also states that the episodes on these DVDs are from 1988.

*NOTE: These DVDs are all in original Japanese language with no English subtitles.
