Ok, apologies for the length of this post, but I want to give you multiple options and reasons for them.
Loadout 1 - Flywheels

Rapidstrike Holiday Bundle - Normally I would recommend a stryfe as a starter blaster over this, because the rapidstrike usually needs some level of modding to reach it's potential, but since the holiday bundle comes with 2 18 clips rather than 1, I feel that since you're essentially getting the rapidstrike and 2 clips for the same cost as a stryfe and 2 18 clips then it warrants looking at. Should you prefer the smaller form of the stryfe and the semi auto rather than full auto, then you can get that and 2 more of the 18 dart clips linked below from amazon.
Hammershot - If you want a secondary, this is the way to go in my opinion, since you can use it with one hand and it just is a great platform.

MkI Battle Belt - This is in my opinion a good molle platform since it has built in clip holders, with molle space you can build on. Also since it isn't a full vest it isn't as bulky or restrictive.
Large Dump Pouch - Something that I wasn't able to squeeze into the other loadout, and was less necessary because the NMAGS can serve as a storage for used clips as well. Basically this just gives you a place to quickly drop used clips when switching out. This is more necessary for this loadout because you have the drum that comes with the rampage you need somewhere to drop.
Molle Attachment Bars - These are used to attach your dump pouch to your battle belt or molle platform of choice.

This loadout has some different gear than the first because I wanted you to see two different ways you could go with a loadout, so don't be afraid to take aspects from one to apply to the other, it's all about finding what works for you, this is just what I would go with if I had that kind of budget, because I feel like having good gear is just as important as a good blaster, because having reliable and quick or easy access to your clips is important in games, especially HvZ, which I have no idea if that's something you intend to play or not. Anyways, I hope this gives you a good starting point! If you have any questions on why I picked certain things, let me know!
I run this instead of a Dremel brand tool. I have had a couple Dremels die on me over the years, so I tried this one and it has lasted 4 years so far! I also got a lot of my bits from harbor freight. I use the cuttoff wheels (ALWAYS WEAR FACE PROTECTION WITH THESE), Sanding Drums, and grinding stones the most. Use the cutoff for cutting out large swaths of material, sanding drums for tighter areas, and grinding stones to debur and smooth it all out. Most work that needs a dremel can be done with hand tools for better control. Coping saw, files, and flush cutters can go a long way. A lot of the "pros" don't use Dremels because they can jump out of control and hit a part of the blaster you planned on leaving stock and leaving a huge gash.
As for soldering Irons, I've heard wonderful things about this model, but cheaper models will work fine. TBH, I'd grab something in the $10 range and see if he sticks with the hobby. Maybe for christmas you can get him a nicer one if he's still going at it. I use a super duper old school Weller soldering station, so really anything will work. The issue you'll get with the cheaper soldering irons is the tips will tend to not last long and the heating element might crap out after a few months. Don't go cheaper than $10 here as some of them are meant for wood engraving, not soldering and wont get hot enough to melt solder. Any size solder is fine. I personally use lead/tin solder and just avoid breathing fumes as well as wash my hands when I'm done modding. Lead solder is MUCH easier to work with and requires less heat. Look for "Rosin Core solder" as it's easier to work with as it has flux in the center of the solder.
Good flush cutters, hobby knife, wire strippers, heatshrink, wire, loctite, etc are all valuable modding supplies. We sell some on our shop (shameless plug). I would recommend for plastic to plastic bonds he use Devcon Plastic Welder (make sure it contains Methyl Methacrylate as this acts as a solvent weld to bond the plastics together chemically instead of a weak adhesive grip like putty). Putty should be used as a filler material. I use two different putties. Free form Air for large amounts of gap fill, it is 6 times less dense than normal putty so it wont make the blaster weight 8 pounds when done. It is VERY easy to sand, but sometimes requires a thin layer of bondo over top of it to leave a perfect finish. I also use Apoxie Sculpt which is a direct replacement for normal putty for gap filling purposes. It's MUCH easier to sand than JB Weld putty, and leaves a nice smooth finish when sanded down.
Speaking of sandpaper, get various grades of sandpaper from 100 down to 600 grit (I go as far as 1000 if I want a gloss sheen on something).
Other than all of that, the tools I have on my bench that I would hate to mod without now are: Helping hands (for soldering), various different sizes of needle nose pliers, numerous sizes of small to medium screwdrivers, silicone lubricant, hot glue (for securing wires inside the shell), Electric Screwdriver, and various tweezers.
Oh baby my time to shine. Easily my favorite blaster!
So I recently purchased and received this shell for my sledgefire after seeing another review on it.
It's fantastic. Drop in, no other mods needed, gets unreal shots out of it with the darts he supplies as well (10 short stefans, looks to be cut down VTN or FVN). Still manages quite a punch with elite darts as well!
Also, the MTB sledgefire guide linked by another comment is wonderful, and the spring they mention is this one.
I can honestly say that even without a spring replacement, the shell I linked earlier, as well as the seller's longer range kit (has a 200 mm brass insert, same length as MTB for their sledge) is a wonderfully easy drop in and have fun. He even has multiple color options for the shorter barrel options! Give it a shot, you won't be disappointed.
TLDR: Get this shell and have fun!
What you could do is get a Vendetta Sword. It breaks into two swords, so then you have one for you and one for your friend. You can also try the ZombieStrike Blade, but I think it's more cost efficient to get the Vendetta Sword. Also, the Marauder Sword is no longer in production and the likeliness of finding one for a reasonable price (or 2 as you requested) is rather slim. eBay is the place to go for the Marauder Sword. You can get the Vendetta Sword on eBay. I hear it actually is quite durable.
I'm kinda happy that I got my Thunder Fury swords back in 2008 before they were put out of production for less than $20 now that I know they're up to $150 each.

Heres a link to the ZombieStrike Blade, I recommend waiting to buy this, I got one for $12 not too long ago. Prices can rise or drop.. It's basically a newer version of the Vantage. Here's a better deal from Target for $12.99 each. If you're looking for 2, I'd recommend getting that. I hear Target is offering some good deals this weekend, so I'd take advantage of that if I were you.
Nerf swords typically don't have incredible durability, but they cost a hell of a lot less than many LARP swords. I recommend this site if you're looking for high quality swords. It's super expensive, though. And if you don't want to go out and buy foam and stuff to make your own, I suggest finding deals on Nerf swords. It's a cheaper and less time-consuming alternative.

If you can get a good balancing charger and can be responsible and safe with it, a lipo will definitely be better than IMRs as far as performance goes. If you do go with lipos, you should probably get a better rev switch.

I'd say buy a Nerf Hammershot It's pretty easy, it's a five shot revolver. It's got a hammer to cock instead of a slide, so you can prime and fire it one handed. Easy to still have a drink or hold on to something, or you can dual wield. It's pretty cheap, takes most any dart, and is a lot of fun to cock like a revolver.
There's also the Strongarm and the Disruptor. They're both six shot revolves, slide primed so harder to dual wield but they're solid and you won't have any problems running them, and they take pretty much any dart. If you ever played with a Maverick when you were younger, they're basically the modern equivalents.
EDIT: the Hammershot is actually on sale on Amazon. You can also grab them cheap at Walmart or Target.
Awesome! Recommend you use Meishels for your Demolisher. Run them off a proper Lipo. If you don't have a charger, get a charger. I use the IMAX B6A2. Wire everything up in roughly the same way MTB did their super Stryfe. Use Foamblast's rewire kit, a 10 amp Cherry switch and a voltage alarm/meter. Oh, and get good balanced flywheels, either Hooligan's or Worker's.

Sledgfire is a ton of fun, but can be a pain to reload if you only have the 3 shells. Stock ranges are pretty crap, a C-836 is a welcome upgrade. Stock Sledgefire spring fits the BoomCo Farshot/Halo M6, making it a powerhouse.

The nerf rebelle 4victory is actually a great choice. Smaller than the hammershot and more reliable. It is as fast and as easy to load as the triad and can be primed with one hand.

I have a pneumatic toilet plunger i've attached a barrel to, and i call it the Doompistol, seeing how powerful it is and it's a huge pistol. In wars it's generally shotgunned to shoot 2-4 darts at once, as with enough pumping, it can still outrange most of everyone.
There's also the BAAM! Drain Blaster which i've nicknamed the Bigger Blast, as it's very similar to a Big Blast, but well, huge. This one i plan to make into a single shot rifle type thing with a rate of fire much higher then that of the blunderbuss-esque Doompistol. This likely means adding a pressure relief valve, or unscrewing the airtank and filling a lot of it with something to take up space, as without doing either, i expect it would be powerful enough to be instabanned.
Carrying blasters- A simple one or two point sling works great for primaries. Holsters are available all over from loads of places for carrying secondaries.
A basic Molle vest or battlebelt offers great flexibility if you want more overall coverage.
Mag pouches and pod holders offer belt mounting for less money.
Lots of other gear on the gear up database.
Avoid all the Nerf or PPG gear, it's awful.

Ok good because I’d recommend this stuff. It’s very easy to work with and fill holes. A little tip is to wet your fingers down after it’s pretty much in place and smooth it out. It takes awhile to set up but after that a little sanding and paint away.
FYI: Nerf is coming out with a new modulus style longstrike that shoots elite standard fps. It's pretty expensive though, 70 bucks (on Amazon).
I ended up using a rig like this for a year when I mained my Zeus.

Strongarm, Disruptor, or Hammershot: Great cheap pistols. Not great for modding though.
Retaliator: A basic mag-fed rifle with that's been modded by a lot of people.
Stryfe: Semi-auto battery powered mag fed flywheel blaster. Not great stock, but it has a huge modding community.
Stratohawk: Full auto flywheel blaster. Comes with a 25 round drum. Very usable out of the box.

There is a $20 kit that replaces the handle and all of the internals for better ones, but it's been discontinued. Currently it's only available on amazon for around $35.
The Elite Alpha Trooper or Retaliator (or Recon MKII if that's easier to find) will be most different from what he already has, being larger magazine-fed blasters. If you think you may mod them in the future, lean towards the Retaliator/MKII as it's a little sturdier.
As u/The_Backwoods_Nerfer pointed out only having one magazine can be tedious, but you can buy an extra flip clip or banana mag on Amazon fairly cheaply.
Good for the sledgefire and the nitefinder. I've used the spring in both blasters.

For 12-round mags specifically, you can never go wrong with the Modulus Flip Clip kit. They frequently sell for ~$12 (currently on Amazon for $15), guaranteed to work with Nerf blasters, and the grey piece can be added or removed for two 12-round mags or a single jungle mag/"flip-clip"
Different sellers take over and bring the prices up dramatically. Right now the Nerf Delta Trooper is $20.49 plus tax on Amazon, maybe slightly over budget, but it's got magazine compatibility and slam fire. A Mediator is also a springer with slamfire, but it's magazine feeds out from the side and it is pump action, and is sold without any attachments and a small magazine (6 rds). I would recommend going to Ross though, as they sell quite a few magfed Buzz Bee blasters that are cheaper (~$8) such as the Reaper and the new Revolution. I also found a Retaliator there (more recommended for modders, but since you do not plan to mod, the Delta Trooper is a better choice due to having slamfire) for about $16. The Nerf Alpha Trooper is also on clearance at Kohls for only $7.50, but there's $9 worth of shipping (at least for me) plus tax, so it really isn't that cheap.
The Strongarm (also available in fancy colors) and Disruptor are a decent plinkers for $10 ($13), but their more inexpensive alternatives are the Dart Zone Blitzfire Two Pack for $13, the Adventure Force Destructor for $7 and the Xshot Reflex 6 two pack (or one pack if you can find it) for $12 currently but $16 msrp. The Destructor and Reflex are the same things made by the same company but sold under two brands: their own and the Walmart one, under different colors.
For the Double-drum revolvers, there is the Nerf Flipfury, the Adventure Force Hyperspin, and the Xshot Xcess (note that the levers on the Hyperspin/Xcess just release the cylinders and don't completely rotate them, while the Flipfury's mechanism does completely swap the cylinders). The two larger blasters in the Dart Zone Commando Iconic 4 Turbo Dart Blasters are also multi-drum, but are the worst in the group and resemble the old-model Xshot Xcess.
A Dart Zone Magnum Superdrum is also only $20, and gives you a 40 shot cylinder with slam fire, but it's misgivings is that is it very loud because it doesn't have air restrictors, and the plastic feels a little bit on the cheaper side and is super creaky. The $25 Xshot Turbo Advance and Adventure Force Superdrum (again, same blasters different brand and color, Turbo Advance is usually $30 but it's on sale right now)
Some other $20 or under offerings from Adventure Force are the Double Trouble, Havoc Powerclip, and Quatroblast. The Double Trouble is a good flywheel blaster, but the Quatroblast is known to sometimes not rotate properly and the Powerclip uses proprietary clips but is a decent blaster otherwise.

My stock flywheels recently gave up the ghost, so I replaced them with some Worker flywheels.
The only other thing that comes to mind right now are flywheel cages: consider one of these 3D printed ones from the Open Flywheel Project, or an Artifact Red cage + flywheels.

It was a longstrike with an Orangemodworks upgrade kit. You can buy the modulus longstrike now, which make the OMW kit redundant.

I must be confused about how switches are rated. This was is listed as a 15A rating. Which should be adequate right? Or maybe you were meaning that for the given size of the switch it could have a higher amp rating?
I think this is the one that everyone usually reccommends. It's got a 3x2 mag configuration, map pouch, two utility pouches. Not sure if it also has drings or points for blaster and radio, but you could probably rig something up.
I'm not in Aus so I can't confirm availability there.
You can try buying some of the premade Chinese ones. They probably work a lot better than 3d printed ones. Though firing faster than ~140fps is going to chew through your darts no matter what flywheels you use.

Though you'd probably have to do some machining to get them on outrunners.
Also, what's the kV of the motors you're using? Depending on the diameter of the flywheel you'd probably need 30-40k RPM to get max velocity.

My experience with garage sale and thrift store Nerf guns is that 9 out of 10 of them are jamming problems. That's a non-starter if you're not prepared to repair them.
I chose the N-Strike Elite Disruptor as the gun to buy in bulk so every kid has a shooter.
It's $10 on Target too, and this week Target has a sale: $10 off $50 purchase, $25 off $100 purchase of eligible toys and games. Nerf is eligible. So that's 7 six-shooters for $75.
I opted for a 400 pack of ZTOZZ darts. Maybe a hardcore Nerf fan can tell you why cheap knock-offs are bad, but I've noticed no difference in shooting accuracy or distance, and it's not as if you'll be that worried about these issues in a birthday party war.
A group in my area that hosts Nerf war events in community halls and school gyms makes structures for players to hide behind using U-Haul-style wardrobe boxes (big moving boxes) that are held together with binder clips (the boxes are clipped together flat, not kept in cube/box form). I can dig out a photo if you're interested.
