For sleeves, it's hard to go wrong with Dragon Shields or Pro Mattes. They tend to be the most popular, because they last for a long time, and you get enough of them that split sleeves are easily replaceable. The big difference to me is between glossy and matte sleeves. Dragon Shield has both, Pro Mattes are... well... matte. Matte sleeves tend to be a bit thinner and slicker, while glossy ones are a bit thicker and stickier. That makes matte sleeves easier to shuffle (for me,) but they slide around a little more, so your deck's easier to knock over. The glossy ones shuffle a little worse, but they rarely slip around on a table (though I find they also are more likely to pull two cards on an HQ access.) The official Netrunner sleeves look really nice, but I stopped using them because they're really hard to shuffle, they're just too sticky.
Boxes, it all kind of depends on what you like. Dragon Shield sleeves are nice because they can come in a cardboard box you can use as a deckbox. The boxes you get from tournaments are really nice, but I understand that you might not be able to grab one right out of the gate. (Though if you went to a tournament in the Bay Area, most regulars that win deck boxes would be incredibly happy to give one away... I'd be amazed if that wasn't true elsewhere.) I use Ultra Pro boxes. They're fairly cheap, but they open and close easily, and they're not the stupid velcro boxes like the official MTG ones, where the velcro always comes off immediately.
Try to find a Netrunner regular in your area. If they've been playing for more than a year, I can reasonably assure you they have plenty of FFG deckboxes from GNKs and such. Everyone I know has such a surplus, I wouldn't anticipate a problem finding one to buy/borrow. Hell, you might luck out and just have one given to you. I have 20-odd boxes, and I keep one of each art design, but I'd be overjoyed to give one to a new player, and I know that enthusiasm is widespread amongst ANR players.
For reference on size, I can fit 100 sleeved cards, as well as enough dice and tokens to support even the most ridiculous ANR games inside one. Plus the art is cool.
And as others have stated, I strongly suggest getting two packs of Ultra Pros/Pro Mattes. You can get 100 sleeves for about $5, and they are the best bang for your buck IMO. You by no means need to sleeve your entire collection, if that what you're thinking. Just your two current decks. They will pay for themselves the first time a Diet Coke leaves condensation on the table.
Edit: Additionally, if cards rattling around is your issue, you can either find the skinny tall FFG deckboxes in stores (~$10.00, I think), or fill in the empty spaces with Chessex dice containers. The FFG boxes have a small compartment on top, for tokens.

Neuromancer is my favourite book. Not just in the cyberpunk genre. So I'll more-than-second that recommendation. I agree that Burning Chrome is very good.

KMC Perfect Fit. Most expensive penny sleeves you'll ever buy (~$7/100) but the dimensions are .. perfect so the production tolerances have to be extremely tight. edit: Thats not really fair, they're a bit thicker (or at least more rigid) than true penny sleeves.
I have well over 1000 now in use across ANR and several board games, never had one visibly/noticeably off-sized. They're also the the most split-resistant sleeves I've ever used. In that they don't ever split unless you physically pry it apart.
Compared to Dragon Sleeves which I find are the highest quality/protection for other more demanding sleeve purposes (repeated wet-erase, playing with $50 singles, etc.) Always have to keep a few extra of those around though, just in case.
edit: Here are Perfect Fits on an ANR card. The top one is intentionally slid out, I forgot what I was trying to show. You can see that they cover the entire card, and every sleeve has the exact same coverage.

Depending what "heavily into" means, he will more likely than not own all the datapacks and expansions as it is very easy and price-efficient to keep up with them.
I think your best bet would be a cool ~$20 US value playmat. Even if he already has a nice Android Netrunner playmat, it's one of those things that hardcore players tend to like having multiples of and using "cool ones" when/where they're ready for it.

It seems like a huge ripoff for actually acquiring cards. basically what they're saying is if you're willing to pay just 90% what an entire pack is worth, we'll give you 1/20th of that pack.
I looked up some of the netrunner cards you might actually want singles for, stuff like kati jones and same old thing and desperado and Jackson Howard.

Jackson howard comes from a pack that is a bit more rare. You can buy 3x jackson for 12 pounds, or the pack he comes in for 14 pounds. so thats 2 pounds to go from having 3 cards to 60.
hell, one desperado is 8 pounds, A THIRD THE COST OF AN ENTIRE CORE SET. So is san san city grid. Any of the really popular one ofs form the core set are $8. If you want three of one, or one each of three, you could just get a whole extra core set and you'd get about a billion cards thrown in free.
Seriously. If you add up the costs of a playset of the best two cards in any pack, that site would charge you over what the pack was worth. In fact, for most packs if you wanted to order a playset of singles of the best two cards, they'll charge you about 1.5x the cost of just buying the pack and getting those cards +18 other playsets.
And now if you ever want other cards from that pack, guess what, you're buying the whole pack anyways, so the fact you purchased those singles is worthless, you just flushed money.
The one and only situation I could see it making sense is if you damage exactly one card from a pack and will never want extras of any of the cards in the pack but you want to keep a playset of that card. Then it might make sense to buy a single
I haven't used Ultra Pro, I've been using Dragon Shield based on recommendations in this sub and I have been very happy with them so far. Kinda expensive but so far I feel they are worth it. Very good quality!
The course used this, it's a good book, but it expects a mathematical background of the reader, so only introductory of you're already familiar with mathematical notation and calculus.
I'm pretty sure it's intended for math majors.

How about the Fantasy Flight deck boxes?
I've been using mine for a couple of years without a problem. Fits sleeved cards perfectly.
That said, I've never tried the Ultra Pro tower that others have mentioned. I'd be curious to hear pros/cons of each for those that have tried out both.
In terms of storage, I would recommend either a pair of these re-purposed tool boxes, or a pair of these files - one for runner and one for corp (the files should hold all cards, including 3x Core boxes, up to the end of the Mumbad cycle). I'm currently using the former of the two, and everything fits so far with room to spare (all cards are in clear sleeves too, so you can likely fit a lot more if you aren't sleeving your unused cards)

When I construct a deck I just put the sleeved cards into the KMC or Dragon sheild sleeves and that's it.

I had binders for a while, but got really lazy about keeping it organized. Now I switched to a cardboard box and am much happier. I keep everything sorted by faction and alphabetically and can find things quickly with ease. Since my collection doesn't completely fill up the box, I also store my Lord of the Rings LCG cards in there, too.

I'm not sure what its properties are relative to Elmer's, but it was recommended for a book repair project I did awhile ago and I've been blindly using it on projects ever since.
A quick thought, have you tried amazon? I've done on magic cards on clear label paper, you can print inkjet onto them, acetone to blank a real card, then stick it on and cut them. you can fit 8 or 9 per sheet depending on margins. I always double sleeve them to prevent peeling. They have a very slight additional thickness but it's not really noticeable.
I have recently purchased 2-BCW Shoe 2 Row Storage Boxes. I paired this with some Ultra Pro Card dividers. Right now I am using one box for corp and one box for Runner and I have all of one row filled only 1/4 of the other row filled. Lots of space still to grow.
