Unless you're doing something like L7 traffic shaping, the CPU isn't going to be a huge issue. You will want to max out the memory though.
For what it's worth, Chinese qotom devices with laptop cpus like the 5200u have quite a bit more single core performance

I got one of these Intel Atom E3845, 4X Intel Gigabit NIC machines and would highly recommend them.
