OK... So let's get started on what you'll need to wear....
Footwear Well the good news is that the University & town generally do a pretty good job of keeping the streets & sidewalks clear of snow, so you will probably NOT need special snow boots (unless you want them because they're fashionable or intend on winter hiking out it the woods or something like that) However, you'll still be doing a lot of walking around campus and will be encountering icy patches & slushy puddles, so I'd recommend a waterproof, comfortable/lightweight hiking boot similar to this. A lower cut would be OK, if you prefer that style. But I recommend a higher cut, at least above the ankle, to prevent any snow/slush you might step in from getting into your shoe from the top.
Remember, to keep your feet warm you absolutely MUST keep them DRY... Wet feet are not only extremely uncomfortable, they can be dangerous and lead to frostbite if exposed for too long.
Winter Socks Forget those cotton athletic "tube" socks that you might wear during warmer weather... They provide no insulation & actually trap & retain moisture if your feet sweat... leading to (you guessed it) WET FEET.... Aaaaarrrggghhh!!!!
So get yourself some warm woolen winter socks (as suggested in the article that I linked) and also some thin, polypropylene liner socks to wick the moisture away from your skin.
Dry Feet are Warm & Happy Feet.... And don't forget your winter shoes need to be a little larger than your regular shoes to accomodate the extra thickness of your woolen socks... You don't want the shoes to be too tight on your feet because that doesn't allow your socks to "breathe" and wick moisture away from your feet.
Thermal Underwear is understandably a personal choice... Unless you intend a lot of outdoor sports activity (snowmobiling, downhill skiing) you really don't need the more expensive "wicking" styles... All you're looking for is a little extra insulation under your usual clothes... So I'd recommend the two-piece "waffle knit" classic style from Hanes or Fruit of the Loom as "good enough" Two-piece is better than full body single piece because you can choose to wear tops or bottoms seperately.
NOTE: Wear your regular underwear under the thermal underwear... That's not to keep you warm... but it helps keep the thermals clean & you don't need to change & wash them quite as often as your regular underwear... which also means you don't need to buy as many pair of thermals as you would regular underwear.
Same with the woolen socks... if you wear them with liners, the woolen outer socks stay "fresher" than the inner liners, so you wind up needing to wash the liners more frequently than the woolen socks.
So in (partial) summary, you're going to at least need:
That should get you started... You can adjust the quantities depending how often you do your laundry... The wool socks require special care but are well worth it... Warm feet are Happy feet!
If you have about $60 you could just buy them and have some tools that will serve you well as a renter and then you could help out your friends (and maybe get free beers or food off them).

I know you said borrow, but if you're renting it's good to have some basic tools for stuff like this and it's an investment to be honest. If you honestly can't get anyone to help, I already have the stud finder (metal detector), and wrench. It would be an excuse for me to finally get a drill. Let me know if nothing else works out.

This is a great resource on all things grad school and your consideration of the graduate school life.
As far as graduate school goes - you need to contact the department that offered you the admission - and ask about the other things that come with that. First off - is there a tuition waiver and stipend? Generally, with many Ph.D. programs, there is with an expectation that you will work as a Research Assistant or Teaching Assistant during your graduate school timeframes.
Many STEM Masters degree programs do NOT offer this, as the expectation is that you are improving your employability rather than pursuing an academic career.
However, you said you're interested in coding rather than engineering. Have you considered the Penn State IST Ph.D. program? I'm not saying you're a great fit for it -- but it's something you might consider looking into for the future.
Also, consider the online MPS programs. An MPS is a different kind of degree than an MS or MA. It's more geared toward professionals.
So that gets down to the "real" question -- why is it that you want to do graduate school? If you're in it for "More Sh*t" and you're thinking it's just more school that will help you get employed later -- then skip it. Don't do it. You'll suffer and you'll hate it. Instead, once you figure out work and what you want to do in life -- THEN come back for a Masters degree -- if that's what you want.
If you're considering a further academic career - then the Ph.D. programs are what you want -- earning a Masters along the way.
Otherwise -- go get a job and figure out some things in life. Take the coding academy things -- online tutorials for whatever you want. You don't need a degree is something to do that thing (well, for a lot of things you don't). Just having SOME degree checks off that box... and a degree in a technical field is good -- but if you want to work in a different technical field - you just need to find someone to hire you who knows you'll be able to ramp up a bit.
Now, in terms of your transcript - many places don't know or care what was on your transcript - what grade you got in this or that class - doesn't matter as much as you FINISHED. Yeah, some places do care, but you'll figure out who that is. For everyone else - at this stage, it's about "I finished" and "I got an OK GPA." and "It was a technical program." That proves you can learn and do technical stuff. Civil engineering ain't a cakewalk. However, if that kind of work isn't really your calling -- then go do something else... whatever you want to set your mind and time to. You're an engineer dammit.... you can do it.

Moist towel under the door is extra safety, but those dab pens have very little smell, if it's just you and a friend, so just use one of the methods above and keep your door shut when you puff. If you want to be extra careful, get an inexpensive fireproof safe with a lock to store it out of sight when it's not used. $10-20 should be adequate to make it clear a warrant is needed to search it unless there's a crime in progress, which there won't be if you use either of the methods above. Just write "may contain HIPAA documents" on it with a sharpie, and even police can't mess with it, let alone an RA.
(EDIT) I was corrected, HIPAA is not protected in a dorm typically. But a small safe placed in an unseen location may still be a deterrent for a forced seizure.

Get her wireless speakers like the JBL Pulse. I have them and they're pretty great and they have cool light patterns. I'm noticing now they came out with the Pulse 2's, but the first one is good.
Who says they're better? I'm pretty sure that objectively they're worse.

No virus, no email from rescom, they were closed today so I'll get more info from them tomorrow. My suitemate, whose router I set up last year, also lost his access, so I am inclined to believe that it was router related.
My router was (same settings as past three years), broadcasting an SSID, on the default channel (6), had NAT and DHCP service enabled, and was using the cloned MAC address from my computer (so they couldn't compare the MAC to a list of routers' MAC). I have an ethernet cable plugged in from my assigned jack to the WAN port on the router. No other cables besides power cord.
My router is a Medialink, which isn't a big brand so I don't think any firmware solutions can help me
The most common idea is for me to clone my computer's MAC address but change the last digit, but I don't see any reason why that would work over me just cloning the entire address like I am now.
