If you have another PC already and newer phone you can do what I did and find almost all the remaining hardware quite easily second hand or online for less than $100. It basically involves getting a decent mobile VR like a GearVR Headset, using Riftcat to connect to your PC and then either picking up some old PS3 move stuff or for a little bit more money (~$200) getting a more polished tracking set such as the NoloVR.
DaleyTech has a youtube channel that talks you through most of it.
Personally I have never had a problem with it and I really like having no cables attached. I must warn you though, I have never really suffered from VR sickness and while my girlfriend is fine with the VIVE, she gets some sickness after playing with the wireless/mobile VR for more than 15 minutes.

Though honestly I would probably spend a little more than this and get a used Vive or new Rift. This setup comes in at about the price point of a PS4 + headset, of course if you like other games that the PS4 has outside of VR then you should probably still go that route.
We got this for our daughter to play on, but now doubles as my play mat. It serves as a good boundary indicator, as well.

You should have very good ping. One thing we experience all the time is that 2.4ghz wifi interferes with the headsets. I suggest try cabled connection or 5ghz wifi.

Yup, can confirm, wifi (even 5gz) is flaky. Using powerline adapters (I've got the TP-Link AV1200) give much better reliability than a straight-line < 25 foot 5ghz wifi connection to a normally-robust router.
If you have bad lag, though, try hopping into a different game. It doesn't seem like you're necessarily pinned to a nearby colo-- proximity and lag seem to be random luck.
