You could try tapping the crank arm and rethreading the pedal, or take it to your LBS and see if they can lend a hand. Might be more expensive than your crankset is worth though. What bike and group set are you running? Please see the link. These extenders have been known to save the day. With a small modification of cutting a v groove with a dremmel or hack saw, they become a thread chaser cleaner tool.

I fitted the Pacer with an Axiom Streamliner Rack.
The rack sticks a few inches out of the rear axle to compensate for the short chainstay. It didn't solve heel strike and bike shimmy but it was a bit ambitious to expect the pacer to carry a load anyway.

It sounds like the 12mm axle has nothing to actually tighten against. Tightening the axle is only causing the fork legs to flex inwards, if there is not a hub for the fork to tighten against...
One way to work around this is to use a RockyMounts 15mm adapter and use a 12 to 15mm thru axle adapter. That should provide enough material for the fork to compress against, as if a hub were in place.

Buy the complete 40 set then buy a 41/30 crown race, it will be compatible with the rest of your lower headset. There are cross-compatible 40-series and 110-series crown races, only $2 apart.
Edit: Check your LBS as well for the full EC44/30 headset you're looking for, it's available to US shops at least.
