You're going to struggle to find anything brand new that's decent for under £20.
However, you can always buy pre-owned. I know you mentioned you weren't after boots but a good pair of low rise walking boots are a good shout. Will wear well with jeans, shorts, tracksuits or walking gear. There's an outdoor uk gear exchange group on facebook, you always find walking trainers with gore-tex going relatively cheap.
It's something I've learnt with shoes, is not to cheap out on them. A good quality pair of shoes can last for years. I've got a pair of Merrells and they've done about 200k odd miles. Various terrain, conditions and activites done with them and they're getting a bit shagged but they've served me well for about 4-5 years of active use and will look to prolounge its life.
This isn't really a money saving tip - if you follow /r/wicked_edge's advice, you'll end up spending loads on badger-hair brushes and other unnecessary shaving paraphernalia.
If you really want to save money, buy a cheap double-edge razor (such as this or this, if you want something metal), then buy lots of razor blades in one go. I use these ones, but any with fairly good reviews will do. Use a gel/foam/soap of your choice and you're set. The blades will probably last you a couple of years and the razor should hopefully last a year, if not more.
It's just US fashion companies marking their stuff up for the UK market.

Honestly the Amazon basics laptop backpack has been great for me. It’s sturdy and comfy as hell, has huge spaces inside and can be pulled smaller and side clipped if needs be. The netted pouches on the side did me a good turn for my coffee mug but did break after about a year and a bit.
I think it is very reasonable price wise too. Mine has lasted about 3 years for a variety of uses
Personally I have the north face vault in blue, i use it for carrying my laptop, stuff for work and bike stuff. It's got a good amount of pockets under the inner zip. Laptop is easy access at the back.
I use it mainly for cycling to and from work it fits my work clothes, lunch, chunky boi work laptop and still has room.
It's well padded and it also works well as a overnight bag.

I have a microwave steamer similar to this one - there are pinholes in the bottom of the inner container, in which the rice sits, and the water goes in the bottom. It works brilliantly - you can make loads of rice; I give it two 6-minute bursts and pour boiling water over the rice in the middle to wash starch off.
It looks like the water goes in the top of some other models, but I guess they probably work just as well.

for 20 quid a few few extra small packs of blades to find a blade I like (I'm an Astra or Supermax man I've found out) as the blades are one of the most important things in shaving and one aspect where price doesnt make much of a difference and it's not worth buying a pack of 100 if you arent going to like using them.
The brush is fine and functional, the razor will last years and the soap has lasted so long i find it hard to believe.
One day I probably will invest in a very nice shaving set and demote this to a travel razor and brush but currently it does me well.

I'm not a heavy grower but I bought a cheap safety razor, like this one, and a bunch of blades, like these, a few years ago and haven't had to rebuy in years.
I'd have to shave for 5 years to be as expensive as a Dollar Shave Club's monthly cost.
If one were to shave daily and replace the blade every time it would cost you £3.65 a year in blades.

The Merkur 34c link tightens the blade down at the bottom of the handle. I grown a thick beard and after a weekend I'll tighten the blade until it's just tight then back it off a tiny bit (like 2-3 degrees) this leaves a little slack between the head and the razor so it doesnt "pull" when I shave. If it "drags" just tighten it back a little.
I also have a handle that tightens at the top and it sucks for me on Monday because I cant leave that space.
I have no doubt that this razor will last a better part of my life. It is made well and I can't think how I could break it. Hopefully that clears things up

You need that charger to get the full life out of Eneloops. If you take care of them, Eneloops will last at least a decade, maybe longer.
Don't believe any of the shills claiming non-Eneloop batteries with completely different inferior specifications are Eneloops. They're obviously not, and they will cost you more in the long run, because they don't have the 2100 charge cycle life of real Eneloops. You will need to buy the shilled batteries 4 times to match 1 purchase of real Eneloops.

I've had it for more than a year. It's been through a lot, including being my front pack on a 3 month backpacking trip. It still looks really new - it hasn't picked up any of the grubbyness that my big backpack has. I use it for commuting daily.
I use those, but I keep dropping the razors or forgetting them in marina shower blocks.
I had a screw-assembly safety razor like yours and it gave up because the thread wore out.
My current one of these has half the top hanging off because the hinge broke when I dropped it. 😫
