I find this case fascinating. After reading Robert Kokler's book Lost Girls I am left with more questions than answers. We have a killer that is apparently familiar with police methods and practices enough so that he used one victim's phone to call relatives after he had killed her and he was smart enough to do it in Times Square at a time with a lot of people were milling about thus making it harder for security cameras to identify him. In addition he knew to remove the phone battery when not in use so it wouldn't constantly ping cell towers thus revealing patterns of travel.
Assuming he can control his urges he might stop killing and then it may become very difficult to link the killer to these crimes. If they do somehow I feel the burlap is going to play a key role. If his person is as smart as law enforcement says he is he has probably cut ties with wherever or whatever provided the source of burlap and has possibly left the area. Both are complete guesses by a nonprofessional and should probably be ignored.
