I would highly recommend pudding, either instant or canned. Jello can be fun but stains the skin and gets really sticky, not to mention cold. If you're looking for a cheap way shaving cream from Walmart is great. If you add plastic sheets, like they use for painting, you can create a nice slip and slide. As for outfits, I usually use a singlet. It has elastic around the legs you it will hold the mess in, which makes it perfect for filling it up.

have you looked into [those expanding water beads] (https://www.amazon.com/Aqua-Crystal-Expanding-Storing-Crystals/dp/B007K6HEJM) ? I'm not sure of their expanded texture but I'd imagine its sort of a silicone/gel feel.

Or maybe alginate like the Mythbusters used for making their body part molds, it seemed to end up quiet rubbery and would maybe give you the jiggly feel.
