No, not at all! THIS is what the Power Save is.
It's a device you attach to your computer that allows you to make backups of your cartridge data as well as apply any / all available cheat codes. In the case of Pokemon X / Y (and ORAS, I think?), you insert the cartridge into the Power Save and you have the ability to clone, alter IV stats, shiny-fy 'mons, etc etc etc. I guess you could say it's a newer age Game Genie of sorts, but with downloadable cheats and such. I've never used one personally, so the other members of the thread who've commented above could give more detail about its use and limitations.
