1: Roles

Obviously, players should play as themselves. However, you should randomly assign a few of your players secret agendas/information. You can text each player their information, or write them note cards. Possible notes could include:

• You came here of your own free will. You don't know who Zero is, but you know the location of this facility. Revealing this information will trigger the needles in your bracelet, so don't say a word.
  
  
• The sins of the past shall be revealed, unless you take action fast. If Zero has his way, you'll be imprisoned for your actions. Aim to beat this game, by being the only player to escape. If that is impossible, then you must kill all other players.
  
  
• Your fate is tied to the player with the '3' bracelet. You cannot escape without them, but they can easily leave without you. That's the pain of a one-sided romance for you.
  
  
• Remember those Latin classes you took when you were in high-school? Good news! You can read Latin well enough to understand any clues of that variety. Whenever you discover a clue in the language, you will be texted the English translation.
  
  
• As long as you escape, it's considered a victory for you. It may sound cowardly, but it's just the kind of person you are.
  
  
• How do you know these things...? It shouldn't be possible, and yet... Anytime you play the AB game (assuming that this is a part of your Nonary Game), you will sometimes be texted the choice of your opponent.
  
  Unless you're willing to break a whole bunch of laws, there's no getting around the lack of actual death. However, by giving every player a unique role, you can more strongly drag them into the world.
  
  Additionally! You get the added benefit of players not being able to fully trust each other. Just don't add too many 'evil' roles, and it can add an extra layer.
  
  
  

  2: Set-Up
  

  I've read enough of your comments to know that this is a low budget project. With that in mind, you can still get a lot done with a small amount of cash. It's all in how you spend it.

These could be used for puzzles mostly. Assuming that everyone is playing by the rules, you shouldn't need to actually lock the doors. At best, you could mount a calculator next to each one. That would allow people to type in their numbers, and add them up. That way, you won't end up with any accidental cheaters.
  
  You can place files with relevant info in puzzle rooms. By doing this, you could make morse code, binary, or similar puzzles far more fair. Most people don't know codes of those varieties off of the top of their heads, so this would be a fair way to implement them.
  
  For the AB Game, if you choose to do so, the only thing you'd NEED to do is separate players. After that, you can handle it any number of ways. They could write their results on note cards, text you their answers, or just say them to you.
  
  There are a lot of good suggestions for puzzles in this thread, so I'll leave that to others.
